On November 26, a special press conference on agriculture and rural development was held as part of the series marking the successful conclusion of the capital’s 14th Five-Year Plan. It was reported at the conference that the income growth rate of rural residents in Beijing has been faster than that of urban residents for seven consecutive years. In 2024, the per capita disposable income of rural residents in the city ranked third nationwide, increasing by 9,730 yuan compared to the end of the 13th Five-Year Plan period.
“During the 14th Five-Year Plan period, through the joint efforts of all parties, we have achieved sustained and stable growth in farmers’ incomes. New progress has been made in public services such as education, healthcare, and culture, continuously improving the quality of life for rural residents,” stated an official at the conference.
According to the report, Beijing has fully focused on employment as the most fundamental aspect of livelihood, implementing programs to ensure sufficient employment for farmers and actively promoting labor-based relief initiatives. Each year, these efforts help over 400,000 farmers secure employment opportunities close to their homes. Meanwhile, the city has actively worked to include employed rural laborers in the urban worker insurance system. Since the implementation of the employment insurance policy in 2022, a total of 204,000 rural laborers have been enrolled in employment insurance, increasing the rural labor employment insurance participation rate by 10.3 percentage points.
Additionally, both the urban and rural minimum living allowance standards and the basic pension for urban and rural residents have been raised. The “hand-in-hand” partnership program between urban and rural compulsory education schools has achieved full coverage, and all villages previously without medical and health services now have access. 98% of rural areas have achieved full coverage of warm home-based elderly care services.
