In 2025, the value of technology contracts flowing from Beijing to Tianjin and Hebei reached nearly 100 billion yuan.

The Xiong’an Comprehensive Bonded Zone achieved full customs clearance and operation, the first cross-provincial bus route between Beijing and Tianjin officially opened, and the Beijing-Tianjin-Hebei region jointly tackled 130 bottlenecks in the industrial chain. In the first year of the “15th Five-Year Plan,” the breadth and depth of coordinated development in the Beijing-Tianjin-Hebei region continue to expand.

According to the Beijing-Tianjin-Hebei Coordinated Development Joint Office, 12 years after the coordinated development strategy was proposed, technological innovation and industrial innovation have been continuously integrated. In 2025, the transaction volume of technology contracts from Beijing to Tianjin and Hebei reached 99.61 billion yuan, with a cumulative total exceeding 320 billion yuan during the “14th Five-Year Plan” period.

The coordination mechanisms have become tighter. Eighteen thematic working groups have been established in areas such as transportation, industry, science and technology, business environment, and neighboring regions, forming a work system where important matters are coordinated, tasks are supervised, and implementation is handled by dedicated teams.

Efforts to optimize and enhance the capital’s functions through decentralization continue. The special action to decentralize, rectify, and upgrade has been deepened, with more than 3,400 general manufacturing enterprises having been decentralized and upgraded. In the first quarter of this year, Beijing achieved a regional GDP of 1,293.15 billion yuan, a year-on-year increase of 5.9% at constant prices.

The development of Beijing’s “two new wings” is being accelerated. In the Xiong’an New Area, central enterprises have established over 400 branches and subsidiaries, and the Xiong’an New Area Zhongguancun Science Park has registered and operated more than 270 enterprises. In the Beijing Municipal Administrative Center, the Eastern Sixth Ring Road renovation project has been completed and opened to traffic, and the Beijing Tongzhou Station has been put into operation.

The modernization of the capital metropolitan area is accelerating. In January of this year, the spatial coordination plan for the modern capital metropolitan area was approved. The three regions are accelerating the high-quality construction and development of commuting circles, functional circles, and industrial coordination circles. The three regions jointly built the Beijing-Tianjin-Hebei Intelligent Connected New Energy Vehicle Technology and Ecological Port, with a cumulative total of 51 signed projects. The integration of Beijing and Tianjin is being promoted, with the Tianjin Binhai-Zhongguancun Science Park and the Tiankai Higher Education Innovation Park having registered over 6,600 and 4,500 enterprises respectively.

Taking the expansion of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center as an opportunity, the three regions continue to promote the integration of innovation chains and industrial chains. The number of national advanced manufacturing clusters has increased to seven. The life and health cluster accounts for over 20% of the country’s total pharmaceutical industry output value, and the new-generation information technology application innovation cluster has exceeded 1.6 trillion yuan in output value.

The promotion of coordinated development in the Beijing-Tianjin-Hebei region ultimately reflects the improvement of people’s welfare. A 1-to-1.5-hour transportation circle among major cities in the region has basically taken shape, with customized commuter express buses serving approximately 10,000 people per day. The three regions have achieved “one-card processing” for 44 human resources and social security service items and “one-card settlement” for medical expenses at 64,000 medical institutions. There are 150 medical alliances in the region, and 104 types of test results are mutually recognized across 1,326 medical institutions, making it more convenient for people to seek medical treatment.

Xiong’an Comprehensive Bonded Zone

The Xiong’an Comprehensive Bonded Zone is a special customs-supervised area located in Xiong’an New Area, Hebei Province, China, established to promote high-level opening-up and international trade. It was approved in 2020 as part of the broader development strategy for Xiong’an, a new city designed to relieve Beijing of non-capital functions. The zone focuses on advanced manufacturing, modern logistics, and cross-border e-commerce, playing a key role in regional economic integration.

Xiong’an New Area

Xiong’an New Area is a state-level development zone established in April 2017 by the Chinese government, located about 100 kilometers southwest of Beijing in Hebei Province. Designed to relieve Beijing of non-capital functions, it is intended to become a model for modern, green, and smart urban development. The area is also part of a broader strategy to integrate the Beijing-Tianjin-Hebei region, with plans to eventually house millions of residents and businesses.

Xiong’an New Area Zhongguancun Science Park

Xiong’an New Area Zhongguancun Science Park is a key innovation hub in China’s Xiong’an New Area, a state-level development zone established in 2017 to relieve non-capital functions from Beijing. Modeled after Beijing’s renowned Zhongguancun technology hub, the park aims to attract high-tech industries, research institutions, and startups to drive regional economic growth and technological advancement. Beijing Municipal Administrative Center

The Beijing Municipal Administrative Center, located in the Tongzhou District, was established to alleviate population and development pressures in central Beijing. Its construction began in the mid-2010s as part of a broader plan to decentralize city functions, and by 2019, many municipal government offices had relocated there. This new center symbolizes Beijing’s strategic shift toward balanced urban development and improved regional coordination.

Eastern Sixth Ring Road

The Eastern Sixth Ring Road is a major expressway section of Beijing’s Sixth Ring Road, a 187.6-kilometer ring highway that encircles the city’s urban and suburban areas. Completed in 2009, it serves as a key transportation corridor connecting Beijing’s eastern districts, such as Tongzhou, and facilitating traffic flow between the city center and surrounding regions. This road reflects Beijing’s rapid urban expansion and infrastructure development in the 21st century, supporting the growth of satellite towns and economic zones.

Beijing Tongzhou Station
