To thoroughly study and implement the holistic view of national security, and to enhance the national security awareness and legal literacy of the public, during the 11th “4·15” National Security Education Day, the Judicial Bureau of Ruyuan Yao Autonomous County in Shaoguan carefully organized and swiftly took action. They mobilized the entire judicial administrative system, collaborated with village (community) legal advisors and “legal aware individuals,” and conducted a variety of richly themed legal publicity activities at the grassroots level, fostering a strong social atmosphere for safeguarding national security across the county.

Precision Outreach, Eliminating Legal Education “Blind Spots”

The Bureau fully utilized the expertise of village (community) legal advisors to carry out precise legal education at the grassroots level. The legal advisors avoided rigid explanations of legal provisions, instead using accessible “local language” that the public could understand. Combining core laws such as the National Security Law, the Counter-Espionage Law, and the Cybersecurity Law, along with real-life cases concerning grassroots concerns like online rumors and foreign infiltration, they explained in simple terms the rich connotations of national security, civic responsibilities, and reporting channels. This effectively broke down the misconception among some people that “national security has nothing to do with me,” guiding grassroots citizens to voluntarily become defenders of national security.

During the campaign, a total of 16 special legal lectures were held, over 1,000 promotional materials were distributed, more than 100 on-site consultations were provided, and the campaign directly reached over 5,000 people.

Networked Collaboration, Expanding the “Radius” of Publicity

To extend the reach of the publicity, the Bureau coordinated and guided judicial offices in various townships, actively linking with village (community) legal advisors and “legal aware individuals” to form grassroots joint legal education teams. These teams went deep into township markets, schools, and villages to conduct diverse forms of legal publicity. Through methods such as setting up centralized publicity points for “stall-style legal education,” organizing teams for “door-to-door宣讲,” and holding “national security law classes” in schools, they delivered national security knowledge to people’s doorsteps and into students’ classrooms. This collaborative model of “judicial office staff + legal advisor + legal aware individual” effectively extended the grassroots legal education network, achieving widespread coverage among key groups such as township residents, rural villagers, and school students, further solidifying the popular foundation for national security at the grassroots level.

Centralized Education, Enhancing Service “Warmth”

Recently, the Bureau organized staff to participate in a centralized National Security Education Day event held at Wenchang Park. Centered on the theme “National Security is Everyone’s Responsibility, Safe Ruyuan is Shared by All,” they promoted national security knowledge to the public through methods such as hanging promotional banners, distributing illustrated materials on the National Security Law, and setting up on-site explanations and interactive Q&A sessions. At the same time, in conjunction with the special campaign “Legal Aid Benefits People, Caring for the Elderly,” a legal aid consultation point was set up, where professional lawyers provided on-site “consultations,” focusing on offering legal advice to the elderly, explaining legal knowledge about preventing pension fraud and safeguarding赡养 rights, effectively combining legal publicity with legal aid services. During the event, over 200 promotional materials were distributed, and more than 30 legal consultations were provided, effectively enhancing the public’s national security awareness and sense of legal benefit.

Through this series of “4·15” National Security Education Day campaigns, the Bureau integrated professional legal services with grassroots legal education efforts, combining centralized publicity with precision outreach, and supplementing online promotion with offline activities, achieving positive results.
