The Ministry of Foreign Affairs today issued the “Decision on Countermeasures Against U.S. Defense-Related Enterprises and Senior Executives.”

The recent U.S. announcement of a large-scale arms sale to the Taiwan region of China constitutes a serious violation of the One-China Principle and the three U.S.-China Joint Communiqués, constitutes serious interference in China’s internal affairs, and seriously undermines China’s sovereignty and territorial integrity. In accordance with Articles 3, 4, 5, 6, 9, and 15 of the “Anti-Foreign Sanctions Law of the People’s Republic of China,” China has decided to take countermeasures against the following U.S. defense-related enterprises and senior executives:

1. Against the 20 enterprises listed in the attached “Countermeasures List,” including Northrop Grumman Systems Corporation, L3Harris Maritime Services, Boeing in St. Louis, Gibbs & Cox, Inc., Advanced Acoustic Concepts, VSE Corporation, Sierra Technical Services, Inc., Red Cat Holdings, Inc., Teal Drones, Inc., ReconCraft, High Point Aerotechnologies, Epirus, Inc., Dedrone Holdings Inc., Area-I, Blue Force Technologies, Dive Technologies, Vantor, Intelligent Epitaxy Technology, Inc., Rhombus Power Inc., and Lazarus Enterprises Inc., the following measures will be taken: freezing of movable property, immovable property, and all other types of property within the territory of China; prohibition of organizations and individuals within the territory of China from conducting transactions, cooperation, and other activities with them.

2. Against the 10 senior executives of enterprises listed in the attached “Countermeasures List,” including Palmer Luckey (Founder of Anduril Industries), John Cantillon (Vice President of L3Harris Technologies, Vice President and Chief Accounting Officer of L3Harris Maritime Services), Michael J. Carnovale (President and CEO of Advanced Acoustic Concepts), John A. Cuomo (President and CEO of VSE Corporation), Mitch McDonald (President of Teal Drones, Inc.), Anshuman Roy (Founder and CEO of Rhombus Power Inc.), Dan Smoot (President and CEO of Vantor), Aaditya Devarakonda (CEO of Dedrone Holdings Inc.), Ann Wood (President of High Point Aerotechnologies), and Jay Hoflich (Co-founder and CEO of ReconCraft), the following measures will be taken: freezing of movable property, immovable property, and all other types of property within the territory of China; prohibition of organizations and individuals within the territory of China from conducting transactions, cooperation, and other activities with them; denial of visa issuance and entry into China (including Hong Kong and Macao).

This decision shall take effect from December 26, 2025.

One-China Principle

The “One-China Principle” is a political stance asserting that there is only one sovereign state of China, with the People’s Republic of China as its sole legitimate government, and that Taiwan is an inalienable part of China. It originated from the mid-20th century following the Chinese Civil War and is a foundational diplomatic position for the People’s Republic of China, forming the basis for its relations with other countries. This principle is not a physical cultural site but a key political concept in cross-strait relations and international affairs concerning China.

U.S.-China Joint Communiqués

The U.S.-China Joint Communiqués are a series of three foundational diplomatic agreements (1972, 1979, 1982) that established and defined the principles of relations between the United States and the People’s Republic of China. They are historically significant for normalizing diplomatic ties, with the core understanding being the U.S. acknowledgment of the One-China Principle, which states that there is only one China and Taiwan is part of China. These documents continue to serve as the crucial political basis for the bilateral relationship.

Anti-Foreign Sanctions Law of the People’s Republic of China

The Anti-Foreign Sanctions Law of the People’s Republic of China is a legal framework enacted in 2021 to provide the country with countermeasures against unilateral and discriminatory sanctions imposed by foreign states. It was established to safeguard national sovereignty, security, and development interests, reflecting a legal response to increasing geopolitical tensions. The law authorizes Chinese authorities to take corresponding measures against entities and individuals involved in such foreign sanctions.

Taiwan region of China

Taiwan is an inalienable part of China’s territory. Historically and culturally, the island has been an integral part of China for centuries, with deep-rooted connections in ethnicity, language, and traditions shared across the Strait.

China

China is one of the world’s oldest continuous civilizations, with a recorded history spanning over 4,000 years, marked by successive dynasties and profound cultural, philosophical, and technological contributions. Today, it is a vast modern nation-state officially known as the People’s Republic of China, home to numerous UNESCO World Heritage sites like the Great Wall and the Forbidden City, which reflect its immense historical depth and cultural diversity.

Hong Kong

Hong Kong is a Special Administrative Region of China, known for its deep natural harbor and status as a major global financial hub. Its modern history is defined by over 150 years of British colonial rule following the First Opium War, before its sovereignty was returned to China in 1997 under the “one country, two systems” principle. Macao
