The 7th China-ASEAN Legal Forum will be held in Chongqing from November 20 to 22.

In December 2019, under guidance from relevant legal authorities, the first China-ASEAN Law School Dean Forum was established by Southwest University of Political Science and Law and organized by the China-ASEAN Legal Research Center. The forum was renamed to China-ASEAN Legal Forum starting from its fourth session. Since its establishment, the forum has attracted continuous participation from relevant international organizations, legislative and judicial departments, legal communities, and business representatives from various countries. It has cumulatively signed over 20 cross-national and cross-institutional legal cooperation agreements, developed the internationally-aligned Chongqing International Commercial Arbitration Court International Arbitration Rules, reached 5 joint initiatives and 1 action plan, and successively published a series of foreign investment legal practice guides, achieving numerous fruitful results in theoretical research and legal practice.

The current forum is organized by relevant legal authorities and hosted by multiple legal institutions and universities. With the theme “Strengthening China-ASEAN Legal Cooperation, Building a Community with Shared Future in Neighboring Regions,” the forum will feature three sub-forums: “China-ASEAN Law School Dean Forum,” “Western Land-Sea Corridor International Commercial Arbitration Forum,” and “China-ASEAN Cross-border Crime Governance Forum.” More than 200 guests from ASEAN countries and some South Asian countries, including senior officials from legislative, judicial, and government legal departments, representatives from legal communities, legal practitioners, and business sectors, will participate in the forum through both online and offline methods to exchange insights around the forum theme.

“This forum is a high-level international exchange event held in Chongqing shortly after the conclusion of an important national meeting.” According to relevant officials, compared to the previous six forums, this session features higher standards and broader coverage. Through hosting the China-ASEAN Legal Forum, efforts will be made to share China’s legal development stories in the new era and strive to build the forum into an authoritative international legal exchange platform with multinational participation and multilingual communication, promoting higher-level legal development and creating more distinctive legal achievements with regional characteristics.

China-ASEAN Legal Forum

It brings together law school deans and legal scholars to discuss regional legal harmonization, education collaboration, and dispute resolution mechanisms. The forum emerged as part of broader China-ASEAN strategic partnership efforts, particularly gaining momentum following the establishment of the China-ASEAN Free Trade Area.

China-ASEAN Legal Research Center

The China-ASEAN Legal Research Center is a specialized institution established to promote legal cooperation and exchange between China and ASEAN member states. It was created to support the China-ASEAN strategic partnership by providing a platform for legal research, training, and policy dialogue. The center focuses on studying regional legal frameworks to facilitate trade, investment, and dispute resolution within the China-ASEAN community.

Chongqing International Commercial Arbitration Court

The Chongqing International Commercial Arbitration Court is a specialized institution established to resolve international commercial disputes through arbitration. It was founded as part of China’s efforts to enhance its commercial legal framework and support the Belt and Road Initiative. The court provides neutral, efficient arbitration services primarily for cross-border commercial cases involving parties in Southwest China.

Western Land-Sea Corridor International Commercial Arbitration Forum

The Western Land-Sea Corridor International Commercial Arbitration Forum is a specialized platform established to support the New International Land-Sea Trade Corridor, a major logistics and trade network in Western China. It provides a dedicated venue for resolving international commercial disputes through arbitration, promoting legal cooperation and a favorable business environment for the Belt and Road Initiative.

China-ASEAN Cross-border Crime Governance Forum

The China-ASEAN Cross-border Crime Governance Forum is a multilateral platform established to enhance regional security cooperation between China and Southeast Asian nations. It primarily addresses transnational challenges such as cybercrime, human trafficking, and drug smuggling through joint initiatives and intelligence sharing. The forum reflects the growing institutional cooperation within the China-ASEAN partnership to combat evolving cross-border criminal threats.

Southwest University of Political Science and Law

The Southwest University of Political Science and Law (SWUPL) is a prestigious university in Chongqing, China, founded in 1953 as the Southwest College of Political Science and Law. It was established through the merger of law-related departments from several prominent universities, including the People’s University of China, and has since become a key institution for legal education and research in China.
