80th Anniversary of the Victory Commemorative Coins to Be Issued Starting Next Week
The People’s Bank of China will begin issuing commemorative coins for the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War starting September 3, 2025. There are four coins in total: one bimetallic copper-alloy commemorative coin, one 8-gram gold coin, one 150-gram silver coin, and one 30-gram silver coin. All are legal tender of the People’s Republic of China.
“Personal Consumption Loan Fiscal Subsidy Policy Implementation Plan” to Take Effect
The “Personal Consumption Loan Fiscal Subsidy Policy Implementation Plan” issued by the Ministry of Finance, the People’s Bank of China, and the National Financial Regulatory Administration specifies that from September 1, 2025, to August 31, 2026, residents using personal consumption loans (excluding credit card business) issued by lending institutions for actual consumption, where the lending institution can identify the borrower’s relevant consumption transaction information through the loan disbursement account, may enjoy subsidy policies. The subsidy covers single consumption transactions under 50,000 yuan, as well as key areas such as household automobiles, elderly and child care, education and training, cultural tourism, home furnishings, electronic products, and health care for single transactions of 50,000 yuan or more. For single transactions over 50,000 yuan, the subsidy is capped at 50,000 yuan.
Kindergarten Senior Classes to Be Exempt from or Receive Reductions in Childcare Fees
According to the “Opinions on Gradually Implementing Free Preschool Education” issued by the General Office of the State Council, starting from the fall semester of 2025, childcare and education fees will be exempted for children in their final year of public kindergarten. For age-eligible children attending private kindergartens approved by the education department, childcare and education fees will be reduced correspondingly based on the exemption level of local public kindergartens of the same type. This policy covers all age-eligible children in kindergarten senior classes and is expected to benefit approximately 12 million people in the upcoming fall semester.
Beijing and Other Regions to Adjust Minimum Wage Standards
Starting September 1, Beijing and Hunan Province will adjust their minimum wage standards. In Beijing, the monthly minimum wage will increase from 2,420 yuan to 2,540 yuan; the hourly minimum wage for non-full-time employees will rise from 26.4 yuan to 27.7 yuan. In Hunan Province, the monthly minimum wage (for full-time workers) will be adjusted to three tiers: 2,200 yuan/month, 2,000 yuan/month, and 1,800 yuan/month; the hourly minimum wage (for non-full-time workers) will be adjusted to three tiers: 22 yuan/hour, 20 yuan/hour, and 18 yuan/hour.
“Artificial Intelligence Generated and Synthetic Content Labeling Measures” to Take Effect
The “Artificial Intelligence Generated and Synthetic Content Labeling Measures” jointly issued by the Cyberspace Administration of China, the Ministry of Industry and Information Technology, and others will take effect on September 1, 2025. It specifies that when service providers offer functions such as downloading, copying, or exporting generated and synthetic content, they must ensure that the files contain explicit labels that meet requirements.
