Mr. Tran Van Thuc has been indicted for the crime of “forgery in official duties” as stipulated in Article 359 of the Penal Code.

Mr. Thuc’s indictment for the aforementioned crime is related to violations committed while he was still the director of the Department of Education and Training.

As previously reported, many teachers and high school principals in Thanh Hoa had also been indicted for the crime of “forgery in official duties,” related to violations in the 10th-grade enrollment for the 2024-2025 school year at several schools in the province.

Mr. Tran Van Thuc is from Hoang Quy commune, former Hoang Hoa district, Thanh Hoa province.

Before holding the position of Deputy Head of the Propaganda and Mass Mobilization Commission of the Thanh Hoa Provincial Party Committee from March 2025 until his indictment, Mr. Tran Van Thuc was a lecturer at Vinh University (Nghe An); he held various positions such as Vice Rector and then Rector of Thanh Hoa University of Culture, Sports, and Tourism; Deputy Director and Director of the Department of Education and Training of Thanh Hoa province.

Mr. Tran Van Thuc is a member of the Provincial Party Committee, term XV, belonging to the National Assembly delegation of Thanh Hoa province.

Mr. Tran Van Thuc is an Associate Professor, Doctor of History, and holds a senior political theory degree. He has a career spanning over 30 years in education, scientific research, and Vietnamese history.

The principal and 5 teachers of Tinh Gia 4 High School (Thanh Hoa) have just been indicted by the Investigation Police Agency of the Provincial Police for the crime of “forgery in official duties” due to violations in the 10th-grade entrance exam for the 2024-2025 school year.
