Secretary of Ho Chi Minh City Party Committee Tran Luu Quang suggested that Con Dao Special Zone (HCMC) should focus on green finance, carbon credits, and electric taxis in Con Dao.

On the morning of August 27, along with the working delegation, he met with the Standing Committee of the Con Dao Special Zone Party Committee. Also attending was the Chairman of the Ho Chi Minh City People’s Committee Nguyen Van Duoc.

This was the first working session at the local level for Mr. Tran Luu Quang in his capacity as Secretary of the Ho Chi Minh City Party Committee.

Building Con Dao into a green, conservation-oriented, and smart island special zone

Before the working session, Mr. Quang and the delegation surveyed and assessed the operations of the Con Dao Special Zone Public Administrative Service Center.

Here, the delegation listened to the center’s leadership report on its recent activities.

Speaking at the working session, the City Party Committee Secretary assessed that Con Dao Special Zone holds significant historical and spiritual values. This is also a land with investment potential and opportunities.

Mr. Quang expressed his delight upon learning about investors’ intentions for this area. According to him: “Con Dao is a very peaceful land with room for tourism development, specifically traditional and high-end resort tourism.”

“Land for development in this area is not abundant and must be used very sparingly,” Mr. Quang said.

Con Dao Special Zone will serve as a source of inspiration for all universities and colleges in Ho Chi Minh City. This will be an opportunity for every student and school to visit Con Dao, potentially attracting hundreds of thousands of visitors for traditional learning, meetings with historical witnesses, Party admissions, Youth Union admissions, and meaningful political activities.

The head of the City Party Committee noted that Con Dao also does not face difficulties in organizing two-level local government, so it can devote more time to considering development-oriented issues.

Additionally, basic electricity and water infrastructure currently meet requirements but will certainly be severely lacking in the future.

Mr. Quang suggested that a common direction should be established to build Con Dao into a green, conservation-oriented, and smart island special zone. This requires priority investment and attraction of investment for Con Dao.

Regarding planning, the City Party Committee Secretary agreed that, for the immediate term, it is necessary to utilize, implement, and deploy existing components. In the longer term, planning must have vision and feasibility.

He assessed that local conservation efforts are being done very well. Once the direction for developing Con Dao as green and smart is set, efforts must be made to implement it so that more people become aware.

Additionally, Mr. Quang requested that Con Dao focus on green finance, carbon credits, electric taxis in Con Dao; waste treatment and environmental issues. Because Con Dao Special Zone cannot become a resort paradise without properly handling waste and environmental problems.

Furthermore, attention should be paid to developing wind and solar power to serve and meet the development of a green Con Dao.

The Con Dao Special Zone is an archipelago off Vietnam’s southern coast, historically infamous for its brutal prison system used by French colonists and later the South Vietnamese government to incarcerate political prisoners. Today, it is a national historical site and a protected national park, known for its beautiful beaches and as a significant sea turtle nesting ground.
