Recently, Weinennda Kinetic Technology Company, located in Xiangzhou District, Xiangyang City, received a 42,000 yuan subsidy for job stabilization. The company qualified for this subsidy because it not only avoided layoffs in 2024 but also hired over 10 new employees. Over the past two months, more than 11,000 enterprises in Xiangyang have received a total of over 81 million yuan in job stabilization subsidies.
In mid-June this year, after the provincial departments of Human Resources and Social Security, Finance, and Taxation jointly issued the 2025 job stabilization subsidy policy standards, Xiangyang immediately conducted big data screening and initiated the review and distribution process.
According to the policy, companies that have paid unemployment insurance premiums in full for at least 12 months and maintained a layoff rate no higher than 5.5% in the previous year (or no more than 20% of total employees for companies with fewer than 30 workers) are eligible for the subsidy. Large enterprises receive a refund of 30% of their previous year’s unemployment insurance payments, while small and medium-sized enterprises receive 60%.
The government provides these subsidies to further stabilize employment. Statistics show that the over 11,000 companies receiving subsidies in Xiangyang have helped secure 243,000 jobs.
“The government is genuinely easing the burden on businesses, and we no longer have to worry about paperwork or application procedures,” said a personnel manager from a company that recently received a 1.158 million yuan job stabilization subsidy.
Previously, companies had to submit paper applications for the subsidy. Now, Xiangyang has pioneered a “no-application” model, where eligible companies automatically receive funds after screening, eliminating the need for manual applications. The “Job Stabilization Subsidy No-Application Service Standard,” developed by Xiangyang, has been adopted as a provincial standard in Hubei and is now in effect.
