The meeting pointed out that employment is the foundation of people’s livelihoods. The meeting pointed out that advancing new industrialization is a long-term strategic task. It is necessary to grasp the trends of the new round of technological revolution and industrial transformation, adhere to the directions of intelligence, green development, and integration, and coordinate the transformation and upgrading of traditional industries, the growth and expansion of emerging industries, and the forward-looking layout of future industries. With the development of a new generation of intelligent manufacturing as the main direction, efforts should be intensified to implement the industrial foundation reengineering project and the high-quality development action for key manufacturing industry chains, accelerate breakthroughs in key core technologies, enhance the capacity to guarantee energy and resources, and improve the resilience and security level of industrial chains. It is necessary to expand high-level opening-up and cooperation, implement the catalog of industries encouraging foreign investment, and guide foreign investment to more advanced manufacturing and productive service industries.

The meeting pointed out that based on the characteristics of future industries, forward-looking layout should be further strengthened, efforts to promote them should be intensified, and the initiative in development should be firmly grasped. It is necessary to solidify the technological foundation, continuously increase investment in basic research, and systematically arrange original and disruptive technological breakthroughs. The meeting pointed out that it is necessary to combine universal benefits with special treatment, adopt a method combining government promotion, market guidance, and social support, and encourage and support retired military personnel in employment and entrepreneurship.
