To facilitate citizens, legal entities, and other organizations in obtaining government information from the Shanghai Municipal People’s Government and its General Office in a timely and accurate manner, enhance the transparency of government work, build a government under the rule of law, and fully leverage the role of government information in serving the production, life, and economic and social activities of the people, this guide is compiled in accordance with the “Regulations of the People’s Republic of China on the Disclosure of Government Information” (hereinafter referred to as the “Regulations”) and the “Shanghai Municipality Provisions on the Disclosure of Government Information” (hereinafter referred to as the “Provisions”).

I. Active Disclosure

(I) Scope of Disclosure

Government information that should be actively disclosed in accordance with Chapter III of the “Regulations” and Chapter III of the “Provisions”.

(II) Disclosure Channels

1. “China Shanghai” portal website (http://www.shanghai.gov.cn/);

2. “Shanghai Municipal People’s Government Gazette”;

3. Municipal government press conferences;

4. “Shanghai Release” new media;

5. “Suishenban” APP;

6. Others: newspapers, radio, television, etc.

Additionally, government information disclosure inquiry points for this agency are set up at the Municipal Archives and Shanghai Library.

(III) Disclosure Timeline

Government information within the scope of active disclosure shall be made public within 20 working days from the date the information is formed or changed. Where laws or regulations otherwise stipulate the timeline for government information disclosure, those provisions shall prevail.

II. Disclosure Upon Application

Citizens, legal entities, or other organizations may apply to this agency to obtain government information other than that which is actively disclosed.

(I) Application Submission Channels

1. In-person submission

This agency has set up a government information disclosure application acceptance point at the new Municipal Archives building, where applicants may submit applications in person.

3. Online application

Applicants may log in to the “China Shanghai” portal website, go to the “Apply for Disclosure” page in the government information disclosure section, and fill out and submit the application online.

(II) Application Notes

1. To apply for government information, the “Shanghai Municipal People’s Government Government Information Disclosure Application Form” should be filled out. The form can be obtained at the government information disclosure application acceptance point or downloaded and printed from the government information disclosure section of the “China Shanghai” portal website. For online applications, it can be filled out directly online.

2. For in-person applications, a valid ID must be presented; for submissions by mail or fax, a copy of the valid ID should be attached to the application form; for online applications, a scanned copy or photo of the valid ID should be uploaded.

3. The application form should accurately state the applicant’s name or title, contact information, the method of obtaining government information, and the form of its carrier. The description of the requested government information content should be specific. It is recommended to provide detailed information such as the file name, document number, or other characteristic descriptions that help identify the information content.

4. If the content of the government information disclosure application is unclear, this agency will provide guidance and explanation, and within 7 working days from the date of receipt, inform the applicant in one go of the corrections needed, explaining the items to be corrected and a reasonable correction period. If the corrected application still does not meet requirements or cannot point to specific government information, this agency will communicate with the applicant as appropriate.
