The National Bureau of Investigation (NBI) announced the arrest of an individual accused of attempting to extort ₱320,000 in exchange for issuing a permit in Albay.
According to the NBI, agents apprehended “Julbie” during an entrapment operation on August 8 for allegedly participating in an extortion scheme related to the issuance of an ore transport permit (OTP) from the Provincial Environmental and Natural Resources Office.
The NBI stated that Julbie demanded ₱320,000 as a standard procedure for releasing seven OTPs.
He also warned that failure to pay would delay the processing of the permits.
The operation followed a complaint against a person named “Tope” for suspected violations of the Anti-Graft and Corrupt Practices Act and robbery/extortion.
Tope had similarly claimed he could assist in obtaining an OTP from the Provincial Environmental and Natural Resources Office, threatening delays if payment was not made.
However, Tope ceased further communication.
The NBI reported that Julbie, who was linked to Tope, later informed the complainant that he would collect the payment instead.
Julbie has been presented for inquest proceedings on charges of robbery/extortion.
