On August 6, Shanghai officially released the “Implementation Plan for the Development of Embodied AI Industry in Shanghai” (referred to as the “Implementation Plan”). By 2027, Shanghai aims to achieve breakthroughs in at least 20 core algorithms and technologies related to embodied models and embodied datasets. The city plans to establish no fewer than four high-quality incubators for embodied AI, attract hundreds of leading enterprises in the field, implement 100 innovative application scenarios, and promote 100 internationally advanced products. The core industry scale of embodied AI is expected to exceed 50 billion yuan (RMB).
Shanghai will advance embodied AI development through model-driven approaches, creating public platforms for computing power, supporting application demonstration benchmarks, fostering industrial cluster effects, and improving the development ecosystem. According to the “Implementation Plan,” the city will prioritize breakthroughs in key technologies such as perception and decision-making, motion control, embodied datasets, and operating systems. Projects meeting the criteria will receive up to 30% of their total investment, with a maximum support of 50 million yuan.
The city will also strengthen open-source innovation by establishing a comprehensive open-source system covering models, data, algorithms, operating systems, and toolchains. It will support the integration of open-source models and tools, providing standardized, low-barrier public services to research institutions, small and medium-sized enterprises, and developers. Open-source communities and products may receive rewards of up to 5 million yuan based on regulations.
In the first quarter of this year, Shanghai’s AI industry scale exceeded 118 billion yuan, marking a 29% year-on-year increase. At the end of July, during the 2025 World AI Conference and High-Level Meeting on Global AI Governance, the city released further measures to expand AI applications, injecting momentum into the high-quality development of Shanghai’s AI industry.
The release of the “Implementation Plan for the Development of Embodied AI Industry in Shanghai” signifies the city’s intensified focus on the needs of embodied AI development. Embodied AI is a key direction in AI advancement. In Shanghai’s Pudong New Area, the “Model Power Community” launched China’s first heterogeneous humanoid robot training ground in January, initially capable of accommodating over 100 humanoid robots simultaneously.
