The 24th meeting of the Standing Committee of the 13th Provincial People’s Congress successfully concluded all its agenda items and closed in Wuchang on May 28. The meeting was presided over and addressed by the Secretary of the Provincial Party Committee and Director of the Standing Committee of the Provincial People’s Congress.

The Standing Committee of the Provincial People’s Congress had 73 members, with 65 actually present, meeting the legal quorum.

The meeting voted and passed the “Hubei Province Waterway Transport Regulations” and the “Hubei Province Regulations on Preventing Juvenile Delinquency.”

The meeting voted and passed the “Decision of the Standing Committee of the Hubei Provincial People’s Congress on the Timing of County and Township People’s Congress Election Changes,” deciding that the election changes for county and township people’s congresses across the province should be completed by December 31, 2026. It also voted and passed the “Decision of the Standing Committee of the Hubei Provincial People’s Congress on the Quota of Members of City and County People’s Congress Standing Committees.”

The meeting reviewed and approved two approved regulations: the “Xiangyang Changqu World Irrigation Engineering Heritage Protection Regulations” and the “Wufeng Tujia Autonomous County Regulations on Promoting the Gastrodia Elata Industry.”

The meeting voted and passed personnel appointment and removal proposals, issuing appointment certificates to the appointed personnel. The national anthem was played and sung, and a constitutional oath ceremony was held.

After completing all agenda items, a speech was delivered. It pointed out that the two local regulations passed at this meeting of the Provincial People’s Congress Standing Committee should be actively publicized and interpreted, and their implementation should be ensured. Emphasis was placed on focusing on filling gaps, connecting networks, and enhancing capacity, accelerating major projects such as the new Three Gorges water transport channel and the Han-Xiang-Gui inland waterway corridor, weaving a dense “trunk-branch connected” waterway network in the Jianghan Plain, improving port layout and expanding port functions, promoting the optimization and adjustment of water transport structure, actively developing green and smart shipping, and striving to build a “waterborne Hubei.” To prevent and manage juvenile delinquency comprehensively, holistically, and throughout the entire process, it is necessary to align with the physical and psychological characteristics and growth patterns of minors, strengthen ideological and moral education, improve the collaborative education mechanism involving schools, families, and society, and jointly guide minors to be good students at school, good children at home, and good citizens in society.

The speech emphasized that this meeting of the Provincial People’s Congress Standing Committee reviewed and deliberated relevant law enforcement inspection reports and special work reports, and the implementation of related work should be advanced. Vocational education should be placed in a more prominent position, promoting the integration of vocational and general education, deepening industry-education integration, and cultivating more high-quality technical and skilled talents and skilled craftsmen to provide solid talent support for the construction of strategic support points. The development of the financial services industry should be accelerated, continuously focusing on the “five major articles” of technology finance, green finance, inclusive finance, pension finance, and digital finance, strengthening financial risk prevention, and improving the quality and efficiency of financial services for the real economy. It is necessary to grasp development trends, seize strategic opportunities, deeply implement the “AI+” action, and continuously strive in technological breakthroughs, product development, and environment creation to promote the deep and extensive integration of artificial intelligence with various industries and fields in the economy and society. Aiming to accelerate the construction of a strong agricultural province and create a new era “land of fish and rice,” efforts should be intensified to enhance the quality and efficiency of the top ten key agricultural industry chains, cultivate and strengthen new agricultural productive forces, and accelerate the transformation of agriculture into a modern large-scale industry.

It was pointed out that the election changes for county and township people’s congresses are a major event in the political life of the people of the province, concerning the strengthening of grassroots state power construction, consolidating the party’s long-term governance foundation, and realizing the “15th Five-Year Plan” goals and tasks, as well as promoting decisive progress in the construction of strategic support points.

It is necessary to fully implement the important thoughts on persisting in and improving the people’s congress system, completely, accurately, and comprehensively understand and implement important discussions on the election of people’s congress representatives, raise political awareness, and complete the election work for county and township people’s congresses in the province with high standards, practically supporting the “two establishments” and resolutely achieving the “two safeguards.” The leadership of the party should be upheld and strengthened throughout all aspects and the entire process of the election work, strictly aligning with the requirements for people’s congress representatives.
