A symposium on modern governance and an international academic forum for public administration and policy schools were held in Shanghai on May 27. An international joint research project called the “Shared Development Agenda” (SDA) was launched, focusing on a new development agenda for the post-2030 world. The School of International Relations and Public Affairs at Fudan University will lead the creation of an international knowledge network for development and governance.
The SDA research emphasizes the translation of independent knowledge systems into international public policy. The project encourages joint research proposals and dissemination by research institutions in Global South countries, bilateral student and scholar exchanges, ongoing dialogue between academia and industry, and the promotion of skills transfer and knowledge reproduction in the Global South.
The symposium, co-hosted by the Global South Think Tank Cooperation Alliance and Fudan University, was themed “Better Government, Better Governance: Government Capacity and Governance Effectiveness in the Process of Globalization.” It attracted representatives from national academies of public administration, public policy, and leadership institutions from 14 countries, as well as domestic experts and scholars. In-depth discussions were held on topics such as government capacity, modern governance, institutional building, and digital innovation. On May 26, during the symposium’s thematic sessions, participants engaged in deep exchanges across five units, including “Government Capacity and Modern Governance” and “Digital Innovation and Governance Effectiveness.”
Promoting and improving modern governance worldwide, and cooperating to address various risks and challenges on the path to modernization, has become a common choice for most members of the international community. It was proposed to use the “International Symposium on Modern Governance” as a platform for ideological exchange, focusing on four key topics: how to firmly defend the natural right of all countries to achieve modernization; how to expand the range of paths for different countries to pursue modernization; how to continuously build consensus among nations to advance modernization together; and how to enhance the willingness of countries to share their modernization experiences with each other.
It was hoped that the “International Symposium on Modern Governance” would be developed into a flagship event for the Global South Think Tank Cooperation Alliance, welcoming active participation from think tank scholars in both the Global South and developed countries to contribute wisdom and strength to the Global South and the common cause of humanity.
The secretariat of the Global South Think Tank Cooperation Alliance is based at Fudan University. The university’s leadership stated that the institution will further leverage its relevant academic strengths, strengthen the secretariat’s development, deepen collaborative talent cultivation, joint research, and resource sharing with other university think tanks and administrative academies, build a high-level South-South cooperation platform, and help promote ideological innovation and policy communication among Global South countries.
During the symposium, the School of International Relations and Public Affairs at Fudan University signed memoranda of cooperation with the National School of Public Administration of Brazil and the Public Policy and Management Academy under the President of Uzbekistan.
