The meeting reviewed the completion of the work of the institute in 2025 and the final report on funding, and discussed matters such as the 2025 assessment results, the 2026 work plan, and the preliminary budget arrangement. The official pointed out that in recent years, with strong support from the provincial and municipal authorities, the institute has made positive progress in building an innovation system, accelerating the transformation of achievements, and gathering high-end resources. It is necessary to further enhance the sense of mission, responsibility, and urgency to serve the overall situation and strive for first-class status, scientifically plan development for the next five years, implement various tasks this year, and strive to build a new-type research and development institution that is first-class domestically and internationally renowned, providing strong support for the city to become an international research and development center city.

The official emphasized the need to focus on innovating scientific research paradigms and promoting breakthroughs in scientific and technological innovation, closely aligning with industrial development needs, integrating innovation resources, promoting the formation of industrial innovation consortia, building high-level AI research and development platforms, strengthening the Disruptive Technology Innovation Center, and enhancing the supply of high-quality technology. Efforts should be made to strengthen incubation functions and promote the transformation of scientific and technological achievements, focusing on technology maturation, enterprise incubation, and ecological catalysis, constructing a full-cycle incubation service system, helping to discover good projects, attract good talent, and gather good capital, and promoting the nearby transformation of more scientific and technological achievements. Efforts should also be made to optimize linkage functions and gather high-end innovation elements, strengthening connections with the advantageous industries, enhancing docking with central and state-owned enterprises, chain-leading enterprises, venture capital institutions, and key laboratories, attracting and gathering global high-level talent, high-value patents, and high-growth enterprises, and accelerating the construction of a “hub-type” new-type research and development institution. Additionally, efforts should focus on innovating institutional mechanisms and stimulating endogenous momentum, targeting blockages and obstacles in areas such as the operation of science and technology innovation platforms, achievement docking and transformation, project investment and financing, and talent introduction and use, increasing the intensity of pilot initiatives, and exploring more replicable and promotable experiences and practices.

The official demanded the strengthening of organizational leadership, establishing a cross-departmental, cross-field, and cross-level coordination mechanism, promptly coordinating and resolving difficulties and problems in the development of new-type research and development institutions, improving assessment and incentive mechanisms, strengthening service guarantees, and supporting the institute to become stronger and better. The institute should strengthen its own construction, continuously improving scientific and standardized management as well as market-oriented and professional operational levels. Efforts should be made to gather development forces from multiple sides to ensure the implementation of various work tasks.
