According to the Ministry of Commerce website on August 6, in accordance with the “Regulations of the People’s Republic of China on Safeguard Measures,” the Ministry of Commerce issued Announcement No. 60 of 2024 on December 27, 2024, deciding to initiate a safeguard investigation into imported beef.
Given the complexity of the case, the Ministry of Commerce has decided to extend the investigation period until November 26, 2025.
On the same day, the Ministry of Commerce spokesperson responded to media inquiries regarding the extension of the beef safeguard investigation. A reporter asked: “We noticed that the Ministry of Commerce has announced an extension of the beef safeguard investigation. Could you provide more details?”
The Ministry of Commerce spokesperson stated that after the initiation of the beef safeguard investigation, the Ministry conducted the investigation in accordance with legal procedures, gathering evidence through questionnaires, hearings, and on-site inspections, while extensively soliciting opinions from all relevant parties to ensure an objective and fair process.
The case has drawn widespread attention, with governments, industry associations, producers from exporting countries and regions, as well as domestic industry associations, farmers, and importers submitting substantial data and written materials. The investigating authority is thoroughly reviewing all submissions and carefully assessing whether the case meets the legal conditions for implementing safeguard measures.
Due to the large volume of investigative work and the complexity of the case, the investigating authority has decided, in accordance with Chinese law and WTO rules, to extend the investigation period by three months until November 26, 2025. The authority will continue to proceed with the investigation in accordance with the law and make an objective and fair ruling based on the findings. China will maintain communication with all parties to uphold a healthy and stable international trade environment.
