To assist parents in making advance preparations for compulsory education degree applications for school-age children and adolescents, the following reminders are provided:
1. Time Requirements for Using a “House Rental Certificate” to Apply for a Degree
For fall 2026 enrollment, the applicant’s parents must obtain the certificate on or before April 30, 2025. The processing time is based on the date of registration (filing) and stamping. The lease term must end on or after December 31, 2026.
For fall 2027 enrollment and beyond, the applicant’s parents must obtain the certificate on or before April 30 of the year prior to enrollment. The processing time is based on the date of registration (filing) and stamping, and the lease term must end on or after December 31 of the enrollment year.
2. Requirements for Using a Residence Registration Certificate to Apply for a Degree
Using a residence registration certificate to apply for admission is only applicable to renting unregistered residential properties, and no additional points are awarded for residence duration.
1. Registration Time Requirements:
For fall 2026 enrollment, the applicant’s parents must have registered their population residence information within the school’s enrollment area on or before April 30, 2025.
For fall 2027 enrollment and beyond, the applicant’s parents must register their population residence information within the school’s enrollment area on or before April 30 of the year prior to enrollment.
2. Document Requirements: Using a residence registration certificate to apply for public school degrees also requires providing a lease agreement signed with the landlord, property ownership documents, and the parent’s or legal guardian’s “Residence Registration Inquiry Form.” The lease agreement with the landlord must match the registered residence address, and the contract must be valid until at least December 31 of the enrollment year.
3. Authenticity Requirements:
(1) Both the lessor and lessee must promptly and voluntarily report residence registration information to public security authorities and community grid management centers, update actual residence status in a timely manner, and ensure the residence registration information is accurate and error-free.
(2) Providing true, legal, and valid residence materials is a necessary condition for applying for a public school degree in the compulsory education stage in this district. It serves as the basis for enrollment in nearby schools and is an obligation of the degree applicant’s parents. The parents bear legal responsibility for the truthfulness and legality of the information provided. If it is discovered that a degree applicant’s family uses false residence materials to apply for a degree, the education administrative department will revoke the applicant’s eligibility to apply for a public school degree in the compulsory education stage and report the relevant clues to public security authorities for further processing. If the student has already enrolled in a public school, the education administrative department will coordinate the student’s academic records within the entire district.
(1) Reminder on Degree Housing Lock
Bao’an District’s compulsory education public schools implement a degree housing system. All Shenzhen household registration students and non-Shenzhen household registration students (including Hong Kong, Macao, and Taiwan registration students) applying for public school degrees in Bao’an District must provide housing materials from their parents or other legal guardians. Only one child or multiple children from the same couple are allowed to apply for a degree using one housing unit within a school district. Housing information used by all schools implementing the degree housing system is locked. During the student’s enrollment period (6 years for primary school, 3 years for junior high school), the housing unit cannot be used again for degree applications (this lock restriction does not apply if multiple children from the same couple apply for degrees).
Parents must check whether their housing is locked and prepare in advance.
(2) Regarding Social Insurance Participation Time
For non-Shenzhen household registration school-age children and adolescents applying to schools in the city’s compulsory education stage, one or both parents must have continuously participated in social insurance (pension insurance and medical insurance) in the city for at least one full year. The calculation of continuous full-year participation is based on counting backward from April 30 of the enrollment year. Periods of social insurance back payments are not counted.
(3) Anti-Fraud Reminder
Unlawful individuals in society have been exploiting parents’ eagerness to commit fraud under the guise of handling school admissions. Here, we remind all parents that compulsory education enrollment must follow the enrollment regulations and procedures issued by the education
