Nine Departments Launch Special Action Plan

Recently, the State Taxation Administration, together with departments including the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Human Resources and Social Security, the State Administration for Market Regulation, the National Financial Regulatory Administration, the National Healthcare Security Administration, and the All-China Federation of Industry and Commerce, issued a notice to jointly carry out the 2026 “Spring Rain Nurtures Seedlings” special action plan to support the development of micro and small business entities. The plan introduces 15 categories comprising 50 specific service measures to facilitate the high-quality development of these entities.

“Since its initial launch in 2021, the special action has successively rolled out 13 types of thematic activities and 58 specific measures, serving micro and small business entities 180 million times and jointly responding to over 102,800 requests and suggestions from them,” an official from the tax service department stated. This year, the “Spring Rain Nurtures Seedlings” action has added the Ministry of Science and Technology and the National Financial Regulatory Administration as joint departments to better address the needs of micro and small business entities in technological innovation and financing support.

In terms of enhancing service efficiency and optimizing the business environment, the tax authorities, in collaboration with relevant departments, will promote the efficient and integrated handling of matters such as business establishment, cross-regional relocation, and business deregistration. They will upgrade the “one-hall joint processing” service model for social security and healthcare insurance, increase support for the cultivation of individual businesses transitioning into enterprises, and carry out activities like the “Small and Medium Enterprise Service Month” and the “National Individual Business Service Month.”

To guide compliant operations and promote standardized development, the tax authorities, together with relevant departments, will integrate pro-enterprise policies and service measures targeting micro and small business entities, guide them in strengthening compliance construction, and deepen “bank-tax interaction” cooperation with financial regulatory authorities and banking institutions.

Furthermore, focusing on technological innovation, they will strengthen policy guidance for technology business incubators and their incubated entities, and collaborate with universities and research institutes to enhance industry-academia-research对接 and成果转化 services. Focusing on green development, they will fully leverage the regulatory role of measures such as the green tax system. Focusing on cross-border operations, they will integrate the “Tax Road Connect” service brand into the national overseas comprehensive service system. Focusing on comprehensive rural revitalization, they will provide integrated services to agriculture-related micro and small business entities.

This year, the focus will be on promoting the transition of the “Spring Rain Nurtures Seedlings” special action towards常态化 services,健全 a regular communication and liaison mechanism. A data sharing and application mechanism will be健全 to foster the creation of a batch of innovative application scenarios in areas such as efficient government services, compliance提示提醒, and信用增值应用. State Taxation Administration
