Xi Jinping pointed out that 2025 was an extraordinary year. We faced challenges head-on, worked hard, successfully completed the main economic and social development targets, and accomplished many significant tasks. The economy progressed under pressure, developing with new momentum and improved quality, demonstrating strong resilience and vitality. Reform and opening up took new steps, people’s livelihoods were better secured, and overall social stability was maintained. After five years of arduous struggle, the 14th Five-Year Plan was successfully concluded, with the country’s economic strength, scientific and technological capabilities, national defense capabilities, and comprehensive national power reaching new heights. Through this determined effort, we have further strengthened our spirit, backbone, and confidence, becoming more resolute and confident in advancing the building of a strong country and realizing national rejuvenation.

Xi Jinping emphasized that over the past year, the CPPCC has earnestly implemented the decisions and plans of the Central Committee, worked to consolidate the common ideological and political foundation for unity and struggle, focused on offering suggestions and advice on further comprehensively deepening reform and promoting high-quality development, making new contributions to the cause of the Party and the country.

Xi Jinping noted that 2026 marks the beginning of the 15th Five-Year Plan period. We must fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, focus on promoting high-quality development, adhere to the general principle of seeking progress while maintaining stability, implement more proactive and effective macroeconomic policies, promote effective qualitative improvement and reasonable quantitative growth in the economy, maintain social harmony and stability, and strive for a good start to the 15th Five-Year Plan.

Xi Jinping stressed that the CPPCC should closely align with the central tasks of the Party and the country, focus on the formulation and implementation of the 15th Five-Year Plan to conduct in-depth consultations and deliberations, actively offer suggestions and advice, and carry out democratic supervision, widely pooling hearts, consensus, wisdom, and strength for advancing Chinese modernization.
