On June 3, the investigative security agency of the Ministry of Public Security completed the additional investigation report of the criminal case “” “gambling” that took place in Hanoi and other provinces, cities under the form of reward-based electronic games at the Overseas Vietnamese Business Club – Hanoi Branch (known as King Club, at the 1st floor, Pullman Hotel, Dong Da District, Hanoi).
The investigative security agency has transferred the dossier to the Supreme People’s Procuracy recommending prosecution of 141 defendants. Among them, prosecution is recommended for 5 individuals for the crime of organizing gambling and for 136 individuals for the crime of gambling.
Among those proposed for prosecution, there are three South Koreans, Mr. Ho Dai Dung – former Deputy Chairman of the People’s Committee of Phu Tho Province, Ngo Ngoc Duc – former Secretary of the Party Committee of Hoa Binh City.
The investigative security agency assessed this case as very serious, complicated, with new methods and tactics of offending.
The organizing of gambling, gambling activities have been ongoing for a long time, with many complex details, involving connections between Vietnamese individuals and foreign individuals. Therefore, investigating and clarifying the roles of the masterminds, some of whom are foreign nationals, presents many difficulties.
Meanwhile, Vietnamese people who gambled at King Club came from various backgrounds. Among them were government officials, state employees, businesspeople, with an exceptionally large amount of gambling money involved.
These individuals often were introduced through acquaintances, friends, or directly contacted King Club to obtain membership cards.
Based on electronic data collected from February 4, 2024, to June 22, 2024, the investigative agency concluded the defendants gambled in the form of reward-based electronic games such as Slot, Roulette, Baccarat. The total gambling amount was 111.4 million USD, equivalent to over 2.683 trillion VND.
Among them, Kim In Sung (67 years old, South Korean national) was identified to have illegally profited 9.4 million USD, approximately 228 billion VND. However, Kim In Sung left Vietnam before the case was discovered, prompting the Ministry of Public Security to issue a wanted notice.
