The Political Bureau of the CPC Central Committee held a meeting to analyze and study economic work for 2026 and review the “Regulations on the Work of the Communist Party of China Leading Comprehensive Law-Based Governance.” Xi Jinping, General Secretary of the CPC Central Committee, presided over the meeting.

The meeting noted that this year is of great significance in the process of Chinese modernization. The Party Central Committee, with Comrade Xi Jinping at its core, has united and led the entire Party, the military, and people of all ethnic groups across the country in tackling difficulties head-on and striving hard. By balancing domestic and international imperatives and implementing more proactive and impactful macroeconomic policies, the main targets for economic and social development are set to be successfully achieved. The overall performance of the national economy has been stable with signs of progress, new quality productive forces have developed steadily, reform and opening up have taken new steps, positive progress has been made in defusing risks in key areas, people’s livelihoods have been better ensured, and overall social stability has been maintained. Over the past five years, we have effectively responded to various shocks and challenges. The country’s hard power in the economy, science and technology, and national defense, as well as its soft power in culture, institutions, and diplomacy, have significantly improved. The 14th Five-Year Plan period is about to be successfully concluded, and a good start has been made on the new journey toward the Second Centenary Goal.

The meeting emphasized that to do a good job in next year’s economic work, it is essential to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the CPC and its plenary sessions, fully, accurately, and comprehensively implement the new development philosophy, accelerate the establishment of a new development pattern, focus on promoting high-quality development, adhere to the general principle of seeking progress while maintaining stability, better coordinate domestic economic work and international economic and trade struggles, better balance development and security, implement more proactive and impactful macroeconomic policies, enhance the foresight, targeting, and synergy of policies, continuously expand domestic demand and optimize supply, improve the quality of incremental growth and revitalize existing assets, develop new quality productive forces according to local conditions, deepen the construction of a unified national market, continue to prevent and defuse risks in key areas, focus on stabilizing employment, enterprises, markets, and expectations, promote effective qualitative improvement and reasonable quantitative growth in the economy, maintain social harmony and stability, and achieve a good start for the 15th Five-Year Plan period.

The meeting pointed out that next year’s economic work must adhere to the principles of seeking progress while maintaining stability and improving quality and efficiency. It will continue to implement a more proactive fiscal policy and a moderately accommodative monetary policy, leverage the integrated effects of existing and new policies, strengthen counter-cyclical and cross-cyclical adjustments, and effectively enhance the efficacy of macroeconomic governance. It is essential to adhere to a domestic demand-led approach and build a strong domestic market; adhere to innovation-driven development and accelerate the cultivation and growth of new growth drivers; adhere to deepening reform to enhance the momentum and vitality for high-quality development; adhere to opening up and promote win-win cooperation in multiple fields; adhere to coordinated development and promote urban-rural integration and regional synergy; adhere to the “dual carbon” goals as a guide and promote comprehensive green transformation; adhere to prioritizing people’s livelihoods and strive to do more practical things for the people; adhere to safeguarding the bottom line and actively yet prudently defuse risks in key areas.

The meeting stressed the need to strengthen Party leadership, especially the centralized and unified leadership of the Party Central Committee. It is important to establish and practice a correct view of political performance, carry out economic work according to local conditions, and achieve high-quality and sustainable development. National and local plans for the 15th Five-Year Plan period and specialized plans should be well formulated. Efforts must be made to ensure the supply of essential goods for people’s livelihoods as the year ends and begins, care for the production and lives of people in difficulty, resolve issues related to overdue payments to enterprises and wages for migrant workers, and firmly secure the bottom line of people’s livelihoods. A sense of responsibility that is always on one’s mind must be maintained to ensure workplace safety and resolutely prevent and curb the occurrence of major and extraordinarily serious accidents.

The “Second Centenary Goal” is not a specific place or cultural site, but a major long-term national development strategy announced by the Chinese government. It refers to the goal of building China into a great modern socialist country that is prosperous, strong, democratic, culturally advanced, harmonious, and beautiful by the year 2049, which will mark the 100th anniversary of the founding of the People’s Republic of China.

14th Five-Year Plan

The “14th Five-Year Plan” is not a physical place or cultural site, but rather a strategic national development blueprint for the People’s Republic of China. It refers to the series of social and economic development initiatives outlined for the years 2021 to 2025, focusing on goals like technological self-reliance, green energy, and high-quality growth. Its history is part of a continuous planning process that began with the First Five-Year Plan in 1953, with each successive plan guiding the country’s modernization and policy priorities.

15th Five-Year Plan

The “15th Five-Year Plan” is not a physical place or cultural site, but a strategic national development blueprint for the People’s Republic of China.
