On the afternoon of September 29, the municipal government held an executive meeting to implement the work arrangements of the municipal committee and study matters related to further strengthening full-chain food safety supervision.
The meeting emphasized that food safety concerns people’s health and is both a major livelihood issue and a public safety issue. It is necessary to thoroughly implement the important directives on food safety, apply the “strictest standards, strictest supervision, strictest punishment, and strictest accountability” requirements throughout all stages of food production, circulation, storage, and consumption, and promote the transformation of food safety governance from post-incident handling to preventive measures and from local control to systematic governance. Continuously improve and perfect the full-chain food safety supervision system “from farmland to dining table,” ensuring that citizens eat safely and healthily, and fully safeguard “safety on the tip of the tongue.” Continuous efforts should be made to strengthen the safety supervision of “school meals,” support qualified schools in providing cafeteria-style meals, strengthen supervision and inspection of off-campus meal providers, and promptly summarize and promote effective practices such as centralized ingredient procurement and smart cafeterias. Strictly regulate online food delivery operations, strengthen platform supervision responsibilities, standardize competitive practices, and create a healthy and orderly market environment.
When studying the city’s efforts to promote the transformation and implementation of scientific and technological achievements, the meeting pointed out that it is necessary to implement the responsibilities of industry regulatory departments, further improve the efficiency of innovation resource allocation, enhance the working mechanism for serving the transformation of scientific and technological achievements, and build a “use-oriented” system for transforming scientific and technological achievements to promote more achievements being implemented. Make full use of innovation resources such as key universities, research institutions, and new research and development organizations in the city, improve systems and mechanisms for research management, performance evaluation, and talent incentives, strengthen tracking services and coordination, and create important platforms for incubating technology projects. Leverage the role of enterprises as “problem proposers” and “evaluators” to promote supply-demand matching between enterprises and innovation entities, and drive the deep integration of innovation chains, industrial chains, capital chains, and talent chains. Before the meeting, a legal study session was conducted where responsible officials from the Municipal Agriculture and Rural Affairs Bureau provided a specialized interpretation of the “Beijing Rural Revitalization Promotion Regulations.” The meeting emphasized the need to adhere to the principle of “big cities driving big suburbs, and big suburbs serving big cities,” make every effort to increase agricultural efficiency, enhance rural vitality, and raise farmers’ incomes, and strive to forge a path of rural revitalization with capital characteristics. Firmly maintain the red line for cultivated land and continuously improve the capital’s food security capabilities. Guided by the construction of Agricultural Zhongguancun, vigorously develop smart agriculture, facility agriculture, and modern seed industry to promote the continuous growth and strengthening of urban modern agriculture. The meeting redeployed safety production and fire prevention work for the National Day and Mid-Autumn Festival holidays and the autumn-winter season, emphasizing the need to always maintain a sense of responsibility and comprehensively carry out hazard investigation and remediation.
