Three years ago, the support measure was introduced on the governor’s initiative. About 3,000 medical workers, teachers, and social workers have used the regional subsidy for a mortgage down payment.
A social worker has been working in the field for about 15 years. According to her, the work is not easy; her clients sometimes need moral support more than physical help. At work, she learned about the possibility of receiving a subsidy to buy a home.
“I was advised to submit documents and try. It was in January; in February, they called and approved. I collected the documents, in April they issued the certificate for housing purchase, and in the summer I bought it. I have been living here for three years,” shares the social worker.
During this time, she and her husband managed to do interior repairs, replace windows, and arrange the yard. For the home purchase, she was allocated 1 million rubles for the mortgage down payment. The support program for social sector employees was introduced in 2022 on the initiative of the regional head. Since then, nearly 3,000 teachers, medical workers, and social workers across the region have improved their housing conditions.
Staffing is the main challenge for the entire social sector of Kuban. Hospitals, schools, and kindergartens need qualified specialists. The shortage problem is being addressed in various ways, but the most important one is helping with housing. Today, medical workers, teachers, and social sector employees can receive a subsidy for a mortgage down payment.
In healthcare, the staffing issue is particularly acute. The region lacks about 2,000 doctors and approximately 7,000 mid-level specialists. Thanks to state support, over the past 10 years, more than 3,000 employees, including those from other regions, have started working in rural hospitals. The number of state-funded spots in ten Kuban colleges has increased by 40%, and branches have been opened in Timashevsk and Kurganinsk.
“We are trying to solve the staffing shortage using all available means. Through federal programs alone, over 3,100 medical workers have moved to the Krasnodar region in the past 10 years. Using the regional budget, 350 service apartments were purchased for doctors. Since 2022, a regional payment of 1 million rubles for a mortgage down payment has been provided, including for medical workers. About 400 specialists have already received the payment,” notes the governor.
Providing housing and financial assistance to social sector specialists is costly for the region. Over three years, more than 3 billion rubles have been allocated for these purposes. However, this is a case where priorities are clear. In Kuban, the budget is socially oriented every year.
