Navotas Rep. Toby Tiangco has requested a separate small committee report regarding the proposed 2025 national budget. The small committee receives institutional amendments discussed in closed-door sessions. According to the House Committee on Appropriations chairperson, the small committee report is already included in the House General Appropriations Bill (GAB). However, Tiangco insisted that there should be a separate panel report for clearer documentation. It will be recalled that the chairperson also pushed for the abolition of the small committee in the next deliberation for the 2026 budget, as a step toward higher transparency.
