House probe to roll out

MANILA, Philippines — The House has invited officials from the Department of Public Works and Highways and 15 contractors mentioned by President Ferdinand Marcos Jr., who are alleged to have taken 20% of 10,000 flood control projects since 2022, to a hearing on Tuesday, September 2.

According to Bicol Saro party-list Rep. Terry Ridon, they have also sent a subpoena to SYMS Construction Trading, the company allegedly involved in “ghost” flood projects in Baliwag, Bulacan.

“The House will begin its investigation into flood control projects on Tuesday. Aside from the DPWH, who else has been invited? The involved contractors, the 15 invited contractors mentioned by the President, and also SYMS Construction Trading — the one pointed to as involved in the ghost projects in Baliwag, Bulacan,” Ridon said.

The solon emphasized that the Government Procurement Policy Board (GPBB) and the Philippine Contractors Accreditation Board should also face the inquiry.

“They will be made to explain the accreditation-for-sale in GPBB, the procurement board to explain the procurement process, and the BIR (Bureau of Internal Revenue) and COA (Commission on Audit),” the solon added.

The allocation for already completed projects that are still included in the submitted P6.793 trillion 2026 national budget, including the Marikina City flood control program, will also be scrutinized.

Last Friday, Deputy Speaker Rep. Ronaldo Puno revealed that it is surprising that there are projects that have been completed for a long time but are still funded under the proposed fund for the DPWH.
