The Bandung Regency Government emphasized that the use of Unexpected Expenditure (BTT) cannot be done arbitrarily, even in emergency situations. Any budget disbursement must still comply with applicable regulations.
The Regional Secretary of Bandung Regency stated that BTT can only be used for urgent conditions that have the potential to cause greater losses if not handled immediately.
According to him, in the context of disasters, one of the main priorities for using BTT is handling broken embankments that can trigger wider flooding in residential areas.
“If a broken embankment is not repaired immediately, water will continue to overflow and worsen the situation. That is where BTT is used, but still based on regulations,” he said.
He emphasized that the decision to use BTT is not only based on the need for a rapid response, but must also go through administrative considerations and the magnitude of the impact caused. Thus, not all incidents can be directly funded through this post.
He explained that the main principle of using BTT is to prevent greater losses, both economically, socially, and in terms of public safety.
In 2026, the Bandung Regency Government allocated BTT of Rp50 billion as an effort to maintain a balance between the speed of emergency response and budget management accountability.
In addition, attention to handling broken embankments is also a directive from the Regent of Bandung, so that the impact of disasters does not last long and is promptly addressed.
“Quick action through BTT does not mean ignoring procedures, but ensuring interventions are targeted and in accordance with regulations,” he said.
