As part of this strategy, the Union Home Minister announced on Tuesday that the central government has formed a high-level committee to investigate demographic changes in the country due to “illegal migration and other unnatural causes.” In a statement, the Home Minister said, “Unnatural demographic changes caused by infiltration and other reasons pose a significant challenge to the present and future of any country.”
The Home Minister stated that this committee was formed following an announcement by Prime Minister Narendra Modi on August 15, 2025, in which he called for the formation of a “high-level committee on demographic change.” According to the Home Minister, this panel will be chaired by retired Justice Prakash Prabhakar Naolekar and will include Census Commissioner Durga Shankar Mishra, former IAS officer Balaji Srivastava, and economist Dr. Shamika Ravi as members.
Home Minister Calls Demographic Change a Serious Issue
In his statement, the Home Minister said, “Demographic change is a serious problem related to our sovereignty, as well as national security, law and order, serious changes in the social fabric, and the protection of tribal society. This committee will conduct a comprehensive assessment of demographic changes in India due to illegal migration and other unusual causes, analyze patterns of abnormal population change at the level of religious and social communities, and propose planned and timely solutions.” Prime Minister Modi made this announcement on Independence Day.
