This year, Hubei has anchored its goal on “accelerating the construction of a crucial strategic pivot for the rise of the central region.” The entire province has kept its mission in mind, focusing all efforts on “pivot construction” to drive overall progress.

To accelerate the construction of this pivot, the key lies in the Party and its people. Hubei has rigorously implemented education on the Central Eight-Point Decision, launched six major actions under the “Year of Cadre Competency Enhancement,” and strengthened ideological foundations while selecting and gathering talent. Accelerating the construction of a crucial strategic pivot for the rise of the central region is a mission entrusted to Hubei by the Party Central Committee with Comrade Xi Jinping at its core.

From “striving to build” to “accelerating completion,” pivot construction requires a high-caliber, professional cadre capable of shouldering this responsibility.

The provincial Party committee has prioritized improving cadre competency as a foundational task for advancing pivot construction, designating this year as the “Year of Cadre Competency Enhancement” and implementing six major actions to provide strong organizational support.

In the first half of this year, Huahu International Airport ranked first in cargo throughput in the central region. To date, the airport has opened 104 domestic and international cargo routes, with air cargo throughput rising to fourth nationwide—international cargo volume increased by 2.6 times year-on-year.

“We will anchor our goals on building a world-class air cargo hub and the Huahu International Free Trade Air Port, accelerating facility upgrades and capacity enhancement to strengthen inland openness and elevate the pivot’s radiating influence,” said Sun Bing, Party Secretary of Ezhou, during an interview on the theme of “Keeping the Mission in Mind, Building the Pivot.”

Hubei has rolled out a series of measures, including cadre training, professional skill development, and special assignments for pivot construction.

Yichang has benchmarked against Changzhou, Jiangsu, driving 13 counties (cities, districts) and 110 towns (streets) to select对标 cities and units, fostering a culture of competition. Xianning and Qianjiang have also identified their learning benchmarks.

“After visiting Zhejiang and reflecting on Qianjiang, I felt an overwhelming sense of urgency and responsibility,” said Liu Tenghui, Deputy Party Secretary and Director of Houhu Farm in Qianjiang, after a seven-day study tour at Zhejiang University. “This trip was enlightening. We must seize opportunities and strive to maintain the leading position of the crayfish industry in fierce market competition.”

“Focusing all efforts on ‘pivot construction’ to contribute to the broader picture!” From provincial departments to 17 cities and prefectures, the entire province is aligning with advanced benchmarks to elevate development levels, speed, quality, and sustainability.

In the first half of this year, Hubei’s GDP grew by 6.2%, ranking third nationally, first among major economic provinces, and first in the central region—0.9 percentage points higher than the national average.
