The vehicle type must be a small or micro non-operational passenger car; the vehicle owner must be an individual; the app must be the updated version of “Traffic Management 12123” (version 3.2.9 or above, registered in Shenzhen); an eligible small car quota obtained according to relevant regulations is required for vehicle registration within the city’s administrative area; and manufacturer pre-inspection information must be available.

The updated “Traffic Management 12123” app now integrates cross-department and cross-platform data. Eligible users no longer need to submit paper documents for new vehicle registration. They can complete procedures such as online insurance purchase, license plate selection, and registration application directly through the app. License plates and documents are mailed directly to the user’s home, making the entire process fully online for eligible vehicle owners.

When processing the service, those who haven’t purchased a vehicle or insurance can click “Select Vehicle and Purchase Insurance Online to Buy Compulsory Traffic Insurance.” Those who have already purchased a vehicle and insurance can directly click “New Vehicle License Plate” to proceed. Currently, some manufacturers of non-operational small and micro passenger cars share vehicle inspection and sales information with traffic management departments. Owners of these vehicles can skip on-site inspections after confirming pre-inspection and proceed directly to the “Apply for License Plate” step. Whether a specific vehicle model qualifies for pre-inspection should be confirmed with the car dealer at the time of purchase.

Then, follow the system prompts to complete license plate selection, payment, and mailing—completing the registration application in just a few minutes. To avoid online processing exceptions or rejection leading to quota expiration, those with quotas expiring within 15 days should process their registration in person.
