To implement the “Guangdong-Hong Kong-Macao Greater Bay Area Development Plan,” the “Opinions on Supporting Shenzhen in Building a Pilot Demonstration Zone of Socialism with Chinese Characteristics,” and the “Opinions on Several Special Measures for Relaxing Market Access in Shenzhen to Build a Pilot Demonstration Zone of Socialism with Chinese Characteristics,” seize major historical opportunities, fully leverage the scale effect, agglomeration effect, and brand effect of Luohu’s gold and jewelry industry, and promote high-quality development of the gold and jewelry industry, this action plan is specially formulated.

I. Work Objectives

Guided by building a modern industrial system and achieving high-quality development, adhere to problem orientation, innovation-driven development, financial empowerment, and brand leadership. Promote the digitalization, high-end development, and internationalization of the gold and jewelry industry. Strengthen chain extension and supplementation to enhance resource allocation capabilities. Expand industrial boundaries through financial empowerment. Strengthen brand building to increase industry added value. Accelerate the formation of a talent environment, market environment, and area environment with highly developed service economy, world-class innovation capabilities, and clustered development of headquarters enterprises. Build Luohu into a globally influential gold and jewelry trade center, gold financial innovation center, and gold and jewelry brand headquarters base. Make “Luohu Shuibei” a regional brand name card and build an internationally renowned “World Jewelry Capital.”

II. Work Tasks

(1) Build Strategic Platforms for the Gold and Jewelry Industry

1. Implement the “Opinions on Several Special Measures for Relaxing Market Access in Shenzhen to Build a Pilot Demonstration Zone of Socialism with Chinese Characteristics” issued by the National Development and Reform Commission and the Ministry of Commerce. Promote the construction of the Shenzhen International Jewelry and Jade Comprehensive Trade Platform, with the “Bonded +” comprehensive service platform for the entire jewelry and jade industry chain as the main body. Collaborate with relevant municipal departments to introduce industrial support policies, reduce transaction costs for jewelry and jade, and form a comparative advantage in international transaction costs. Strive to complete the listing of the Shenzhen International Jewelry and Jade Comprehensive Trade Platform by the end of October 2022 and start trial operation by the end of December. Continuously coordinate with relevant municipal departments to actively engage with national ministries and commissions to seek customs clearance facilitation and tax incentives and other related policies.

2. Accelerate the preparation and operation of the gold repurchase platform. Strengthen the construction of the gold factor market and create a national platform integrating gold sales, repurchase, leasing, over-the-counter warehouse, and supply chain finance for individuals and small and micro enterprises. Focus on industry pain points through technology empowerment, channel expansion, and model innovation to unblock the upstream and downstream circulation of domestic gold. Complete the registration of the gold repurchase platform company by the end of June 2022, start formal operation in September, and achieve a gold repurchase volume of over 10 tons for the year.

3. Accelerate the establishment of an industry-academia-research platform through government-school-enterprise cooperation

Actively engage with strong jewelry majors at institutions such as Guilin University of Technology and China University of Geosciences (Wuhan). Leverage higher education training resources and respective advantages to prepare for the establishment of the Guilin University of Technology Shenzhen Research Institute and the Jewelry Modern Industry College in Luohu, cultivating various outstanding talents for industrial development. Complete a strategic cooperation framework with China University of Geosciences.
