On September 17, the Municipal Committee held its 24th Standing Committee meeting, thoroughly studying and implementing the important spirit of the Central Urban Work Conference, and conducting special consultations on “enhancing the modernization level of megacity governance.” The Chairman of the Municipal Committee presided over the meeting.

During the special consultation, the municipal government provided a written report on the city’s urban governance work. A member of the Standing Committee of the Municipal Committee and an academician of the Chinese Academy of Engineering delivered a keynote speech on behalf of the main research group. Seven members of the Municipal Committee, including others, delivered key speeches, and 41 members submitted written suggestions. Responsible officials from the Municipal Administration of Government Service and Data Management and the Municipal Bureau of Housing and Construction provided on-site responses.

It was emphasized that it is necessary to deeply study and comprehend the important discussions on urban work, and to assist in accelerating the development of a more globally influential economic center and a modern international metropolis. Efforts should be accelerated to promote the modernization of the urban governance system and capacity, adhering to respecting laws and systematic planning to build a new era urban organic life system; prioritizing safety and strengthening the bottom line to fully ensure the safety of citizens’ lives and property and the stable operation of the city; pursuing connotative development, green intensification, and continuously enhancing the city’s sustainable development capacity; adhering to a people-oriented approach and serving the people to effectively improve the city’s livability and citizens’ happiness; empowering with technology and smart governance to strive for more intelligent, efficient, and precise urban governance, and to strive to take the lead and be a pioneer in the great practice of promoting Chinese-style modernization. The role of specialized consultation institutions should be leveraged, making good use of various performance carriers, actively engaging in political discussions and offering suggestions, widely building consensus, and effectively transforming the advantages of the system into urban governance efficiency.

The Vice Mayor fully affirmed the in-depth research and precise suggestions, requiring all functional departments of the municipal government to carefully sort out and study the opinions and suggestions, and to effectively translate them into concrete actions, striving to achieve greater results and breakthroughs in enhancing the modernization level of megacity governance.

Since April of this year, the Population, Resources, and Environment Committee of the Municipal Committee has led a series of research on “enhancing the modernization level of megacity governance,” with the participation of over 100 members at the national, provincial, municipal, and district levels. Suggestions were made around seven key tasks and summarized into 51 recommendations.

At the meeting, 16 members of the Standing Committee of the Municipal Committee submitted written work reports. The meeting also consulted on relevant personnel matters.
