From January to May this year, Shanghai’s software and information services industry achieved a total revenue exceeding 690 billion yuan, marking a year-on-year growth of 20.4%, which is higher than the national average growth rate of 14.3%.

On the same day, the “Notice of the Shanghai Municipal People’s Government Office on Issuing the ‘Several Measures to Promote High-Quality Development of Shanghai’s Software and Information Services Industry'” was officially published on the government website.

It was stated that for Shanghai, the software and information services industry has become a crucial pillar for the high-quality development of the service sector and a key driver for future competitive advantages. The industry’s performance in the first half of the year was described as “outstanding.” To maintain this positive, rapid, and healthy growth momentum, Shanghai has introduced a comprehensive policy package consisting of 17 measures across four major categories.

Among these measures, a highly anticipated category involves strengthening incentive policies for AI applications. It was emphasized that Shanghai regards software and information services companies as the main force in AI applications and has introduced four specific initiatives. These include “supporting collaboration between software companies and industry users to accelerate the deep application of large-scale models in sectors like manufacturing and finance” and “supporting the development of general-purpose AI agents.”

It is reported that Shanghai is home to over 16,000 software and information services companies, including more than 3,200 large-scale enterprises (those with annual revenues exceeding 20 million yuan).
