Beijing-Tianjin-Hebei Party and Government Leaders Hold Work Symposium in Beijing

From April 23 to 24, the top Party and government leaders of Beijing, Tianjin, and Hebei held a work symposium in Beijing. The symposium deeply studied and implemented the spirit of important speeches and directives on the coordinated development of the Beijing-Tianjin-Hebei region and the high-quality construction and development of the Xiong’an New Area. It earnestly carried out the decisions and deployments regarding the construction of a modern capital metropolitan area and the building of the Beijing (Beijing-Tianjin-Hebei) International Science and Technology Innovation Center. The meeting summarized the work and achievements over the past three years and jointly studied the next key tasks.

A series of important documents were reviewed and approved. Based on the new stage and new characteristics, the three regions jointly formulated key tasks for 2026 to deepen the coordinated development of Beijing-Tianjin-Hebei. Focusing on six aspects, including strengthening the role of key strategic fulcrums, 40 task measures were proposed, aiming to form a batch of landmark results as soon as possible. The three regions signed a number of agreements and industrial projects, including the coordinated development of education in Beijing-Tianjin-Hebei and the intended park entry projects for the Beijing-Tianjin-Hebei intelligent connected new energy vehicle technology ecological port. The Beijing-Tianjin-Hebei blockchain application scenario was launched, the Beijing-Tianjin-Hebei industrial chain development index and the cross-provincial social security service scenario for the modern capital metropolitan area were released, and the Beijing-Tianjin-Hebei robot industry chain alliance was inaugurated. Combining actual work, the three regions revised the operating rules of the working mechanism for deepening the coordinated development of Beijing-Tianjin-Hebei.

Key tasks and measures were clarified. The three regions regarded supporting the high-quality construction and development of the Xiong’an New Area as a political responsibility and proposed a package of measures to assist the Xiong’an New Area in accelerating its construction with greater efforts. The meeting reviewed and approved key measures to promote transportation convenience in the capital metropolitan area commuter circle, proposing over 80 specific tasks in five aspects, including improving the hub system and strengthening smart operations. To implement the tasks of the “Action Plan for Building a Beautiful China Pilot Zone in Beijing-Tianjin-Hebei,” the three regions refined over 30 annual tasks closely focusing on green and low-carbon transformation, ecological protection and restoration, and other aspects. In addition, the meeting also studied and formulated an implementation plan for the collaborative project of the Beijing-Tianjin-Hebei humanoid robot industry chain, proposing 15 key task measures in areas such as attracting and cultivating leading enterprises for complete machines and components and coordinating the collaborative layout of parks in the three regions, to accelerate the construction of a domestically leading humanoid robot industry cluster.

During the symposium, the top Party and government leaders of the three regions conducted inspections and research in the Xiong’an New Area, Beijing’s Daxing District, and the Beijing Economic-Technological Development Area. The executive vice governors (mayors) of the three provinces and municipalities held a joint meeting to hear work reports from special working groups on industries, transportation, culture and tourism, business environment, health, and statistics, and deployed key tasks for coordinated development.

The meeting confirmed that the 2027 Beijing-Tianjin-Hebei top Party and government leaders’ work symposium will be held in Tianjin.
