The Liaoning Provincial Government Office recently issued the “Implementation Plan for Digital Government Construction in Liaoning Province (2025–2027),” outlining 22 key tasks. By 2027, the province aims to establish an efficient and integrated digital government operational system featuring unified infrastructure, open and shared data resources, intelligent empowerment through “one-stop online services,” “collaborative governance,” and “unified management,” as well as a dynamic security protection framework.
The plan emphasizes advancing government cloud and e-government network development, improving foundational digital government systems, and building integrated large-model service support capabilities. It also prioritizes establishing a unified public data directory, enhancing data governance, optimizing management mechanisms, and promoting efficient sharing and utilization of government data. Additionally, the plan focuses on strengthening cybersecurity incident response, early warning mechanisms, and collaborative security measures to ensure full lifecycle protection of public data.
The implementation plan also defines five supporting measures, including coordinated work mechanisms, standardized regulations, performance evaluations, operational maintenance, and digital talent development.
