On April 11-12, 2026, the National Conference on Deepening Healthcare Reform Experience Promotion and China Health Development was held in Guangzhou. The conference, themed “Learning from Sanming, Advancing Reform: Focusing on Deepening Public Hospital Reform Guided by Public Welfare,” featured one main venue and 19 sub-venues. Discussions covered hot topics such as “Bay Area Innovation,” “Learning from Sanming,” “AI Empowerment,” “Public Welfare Orientation,” and “New Pediatric System Construction.” Participants, including heads of health administration departments, medical institution managers, and industry experts from across the country, gathered to discuss reforms, analyzing challenges and sharing visions.

At the conference, the top ten new initiatives and top ten news figures for 2025 under the theme “Advancing Medical Reform, Serving Public Health” were showcased and promoted. Additionally, 50 key regions for “Learning from Sanming, Advancing Reform” were announced. Among them, Guangdong’s health initiative “Hundreds, Thousands, Tens of Thousands Project,” which strengthens the foundation of tiered healthcare, was recognized as one of the top ten new initiatives for 2025. Guangzhou, Shenzhen, and Maoming in Guangdong Province were selected as key promotion regions for “Learning from Sanming, Advancing Reform.”

During the conference, a presentation titled “Persisting in Deepening Medical Reform as the Driver, Building a Higher-Level Healthy Guangdong” outlined a series of significant achievements in Guangdong’s health work during the “14th Five-Year Plan” period. First, establishing mechanisms and adhering to a health-first development strategy. Second, building highlands to lead advanced diagnosis and treatment technologies. Third, strengthening primary care to enhance medical service capabilities. Fourth, promoting reform to improve system efficiency. Fifth, benefiting people’s livelihoods by making services more accessible and convenient. Sixth, enhancing connectivity for joint development and sharing in a healthy Bay Area. Seventh, safeguarding the bottom line to ensure public health security.

It is reported that in recent years, guided by its status as the nation’s first demonstration province for high-quality health development, jointly established by national and local health authorities, Guangdong has deeply advanced medical reform. The fairness, accessibility, and convenience of healthcare services have continuously improved. Guangdong has remained the top province for births for eight consecutive years and the only province with over one million births annually for six years. The province’s average life expectancy has risen to 80.6 years, while maternal and infant mortality rates have dropped to 7.22 per 100,000 and 1.94‰, respectively, with core health indicators reaching historically optimal levels.

Looking ahead, the focus will be on continuously promoting high-quality health development by “optimizing resource planning and layout,” “improving diversified financing mechanisms,” “strengthening coordinated development of healthcare, medical insurance, and medicine,” “enhancing systematic and continuous services,” and “firmly safeguarding quality and safety standards.”

Guangzhou

Guangzhou, historically known as Canton, is a major port city in southern China and the capital of Guangdong province. With a history spanning over 2,200 years, it served as a key terminus of the ancient Maritime Silk Road and was long one of China’s primary gateways for international trade. Today, it is a modern metropolis renowned for its Cantonese culture, cuisine, and as the host of the renowned Canton Fair.

Sanming

Sanming is a prefecture-level city in the mountainous northwest of Fujian Province, China, historically significant as part of the ancient Minyue culture. It is best known today for its exceptional natural ecology, being a core area of the UNESCO World Natural Heritage site “Fujian Danxia,” which features dramatic red sandstone landforms. The region also has a strong revolutionary history, as it was a crucial base for the Communist Party during the Chinese Civil War.

Bay Area

The San Francisco Bay Area is a major metropolitan region in Northern California, historically inhabited by the Ohlone people before Spanish colonization in the 18th century. It rose to global prominence during the 1849 Gold Rush and later became the epicenter of the 1960s counterculture movement and the modern technology industry, anchored by Silicon Valley. Guangdong

Guangdong is a coastal province in southeastern China with a history dating back over 2,000 years, historically known as a key terminus of the Maritime Silk Road. It is renowned as a major economic powerhouse and the heartland of Cantonese culture (language, cuisine, and opera). Its capital, Guangzhou, has long been one of China’s most significant international trading ports.

Shenzhen

Shenzhen is a major modern city in Guangdong Province, China, originally a small fishing village. It was designated as China’s first Special Economic Zone in 1980, which catalyzed its rapid transformation into a global hub for technology, manufacturing, and finance. Today, it is known for its skyscrapers, innovation, and as the headquarters of numerous high-tech companies like Huawei and Tencent.

Maoming

Maoming is a coastal prefecture-level city in southwestern Guangdong Province, China, historically significant for its large-scale oil shale mining and refining industry which began in the 1960s. Today, it is known for its port economy, tropical agriculture, and coastal tourism, featuring natural sites like the First Bend of the Maoming River. The city’s development has been closely tied to its industrial heritage, transforming from a resource extraction center into a more diversified regional hub.

Healthy Guangdong

“Healthy Guangdong” is not a specific physical place or cultural site, but a public health initiative and policy framework by the Guangdong provincial government in China. It focuses on promoting wellness, improving medical services, and building a comprehensive health system for the province’s residents. The program is part of the broader national “Healthy China” strategy launched in the 2010s, reflecting a modern shift toward preventive and holistic public health management.

14th Five-Year Plan

The “14th Five-Year Plan” is not a physical place or cultural site, but rather a strategic national development blueprint for the People’s Republic of China. It refers to the series of social and economic development initiatives outlined for the years 2021 to 2025, focusing on goals like technological self-reliance, green energy transition, and high-quality growth. Its history is part of a continuous planning process begun in 1953, with this 14th iteration building upon the achievements and challenges of the previous “13th Five-Year Plan” period.
