On April 20, the Natural Resources Bureau of Kaiping City announced that the first plot of land at the north side of Cuihuan East Road and south side of Cuishan East Road in Cuishan Lake New District (the Kesen Prefabricated Building Component Manufacturing Project) was successfully sold through an auction. This land parcel is not only the first industrial land sold by auction in Kaiping City, but also the first industrial land supplied through auction in Jiangmen City, marking the successful implementation of industrial land supply reform in Kaiping City and becoming a milestone in the city’s land supply system innovation.

To thoroughly implement the city committee’s requirements for “vigorously promoting the investment year” and the deployment of the “high-quality development project for hundreds of counties, thousands of towns, and tens of thousands of villages,” and to continuously optimize the business environment, effectively solving bottlenecks such as lengthy approval procedures and long implementation cycles for industrial projects, the Kaiping Natural Resources Bureau proactively benchmarked against advanced regional practices and actively explored new models for industrial land supply. Led by the party group members, the bureau, in collaboration with relevant business approval departments, made a special trip to the Guangdong-Guangxi Cooperation Special Experimental Zone (Zhaoqing) to learn from efficient industrial land supply experiences. They also actively coordinated with the Jiangmen Natural Resources Bureau and Jiangmen Public Resource Trading Holding Group Co., Ltd., repeatedly communicating and researching to optimize supply methods and streamline processes. By breaking down departmental data barriers, simplifying announcement approval procedures, and compressing internal approval timelines, they have significantly shortened the land acquisition period for enterprises, providing solid support for key industrial projects to start construction and begin production as early as possible.
Compared to the traditional listing and transfer model for industrial land, the newly implemented auction transfer model has greatly improved transfer efficiency. Previously, the listing process required 20 calendar days for public announcement, 10 calendar days for online bidding, followed by time-limited bidding, totaling 31 calendar days, with extensions for holidays. The auction model allows direct entry into the online time-limited bidding phase after the public announcement, reducing the overall transfer time to 21 calendar days, improving transfer efficiency by about 32%. This process reengineering has achieved an “acceleration” in land supply.
The transferred land plot covers an area of 200 mu, with a planned total investment of 1.5 billion yuan. It will mainly be used for the production of various prefabricated concrete components, establishing the Kesen Prefabricated Building Component Manufacturing Project. Once completed and put into operation, the project will effectively fill the production capacity gap for prefabricated building components in Kaiping City, further expand the scale of the city’s advanced materials industry, promote the green and industrialized transformation of the construction industry, and provide strong support for Kaiping’s deep integration into the prefabricated building component sub-sector of the Guangdong-Hong Kong-Macao Greater Bay Area, enhancing regional industrial competitiveness.
In the next steps, the Kaiping Natural Resources Bureau will continue to deepen collaboration with higher-level departments and trading platforms, comprehensively summarize the practical experience from the first industrial land auction, and continuously optimize the industrial land supply mechanism. Closely focusing on the city committee’s “vigorously promoting the investment year” requirements, they will use more efficient resource guarantees and better government services to support the accelerated construction and implementation of high-quality industrial projects, fully promoting Kaiping City’s economic and social high-quality development to a new level.
