On January 23, the 9th Plenary Session of the 14th Yangchun Municipal Committee of the Communist Party of China and the Municipal Economic Work Conference were held. A work report was presented to the plenary session on behalf of the Standing Committee of the Municipal Committee.

The report proposed the main expected targets for Yangchun’s economic and social development this year: regional GDP growth of around 5%, striving for better results in practical work. Guiding the entire city to steadfastly build Yangchun into a sub-center of Yangjiang city, contributing Yangchun’s strength to Yangjiang’s leading position on the new journey, with the goal of laying a solid development foundation from the start and striving to create a landscape city featuring “integration of industry and city, integration of scenery and city, integration of people and city.”

In the new year, Yangchun City will focus on six key tasks, striving to accelerate new breakthroughs in high-quality development and ensure a good start for the 15th Five-Year Plan.

— Focusing on deep “integration into the Bay Area and economic circle,” comprehensively connecting and integrating into the Greater Bay Area construction. Yangchun will integrate into the Guangdong-Hong Kong-Macao Greater Bay Area construction with the positioning of being “a member of the Bay Area,” fully promoting service upgrades, factor connectivity, and industrial synergy to create a pioneer zone for deep integration. First, facilitate “soft connectivity” in the business environment by implementing relevant regulations to enhance the service efficiency of teams for investment promotion, enterprise services, and enterprise establishment. Second, strengthen “hard connectivity” in infrastructure by cooperating in the construction of Yangjiang Airport and building a three-dimensional transportation system of “airport + high-speed rail + expressway network.” Third, create “chain connectivity” in industrial development by actively undertaking industrial transfers from the Greater Bay Area and exploring models like “industrial incubation + enclave economy.” Fourth, activate “internal connectivity” in the domestic market by implementing special actions to boost consumption and expand effective investment.

— Focusing on developing the county economy, comprehensively enhancing the city’s comprehensive carrying capacity. Using the “345” work method as a tool, Yangchun will focus on solving development challenges, stimulating internal momentum, and improving development quality and efficiency. First, steadily achieve “brilliance in three colors”: inheriting the red gene, consolidating the green foundation, and highlighting the charm of historical heritage. Second, steadily promote “integration of four industries”: accelerating new-type industrialization and promoting the cluster development of industries like new building materials and equipment manufacturing. Third, steadily build “five lines of beauty”: beautifying the skyline, mountain line, airspace line, waterfront line, and road domain line to create a livable and business-friendly urban environment.

— Focusing on implementing the “High-Quality Development Project for Hundreds of Counties, Thousands of Towns, and Tens of Thousands of Villages,” comprehensively promoting coordinated development between urban and rural areas. Centered on the goal of “significant change in five years, fundamental transformation in ten years,” Yangchun will deepen linkage between county, town, and village, advancing prosperity, county strength, and people’s enrichment in an integrated manner. First, make every effort to build a demonstration belt of landscape galleries, promoting the group construction of projects like the Lingnan Ecological Health Valley. Second, make every effort to enhance the functionality and quality of towns, promoting the transformation of central towns like Chunwan Town into small cities. Third, make every effort to advance comprehensive rural revitalization, creating livable, business-friendly, and beautiful villages.

— Focusing on promoting reform and innovation, comprehensively stimulating the momentum and vitality for high-quality development. Yangchun adheres to comprehensively deepening reform, advancing the development of education, science and technology, and talent in an integrated manner to better unleash reform effectiveness and stimulate market vitality. First, deepen reform with greater intensity, reforming state-owned enterprise investment and financing mechanisms. Second, strengthen technological innovation with greater intensity, building high-level platforms such as provincial-level or above laboratories. Guangdong-Hong Kong-Macao Greater Bay Area

The Guangdong-Hong Kong-Macao Greater Bay Area is a major national development strategy in China, integrating nine cities in Guangdong Province with the two Special Administrative Regions of Hong Kong and Macao into a unified economic and innovation hub. Historically, the region has long been a vital maritime and commercial gateway, with Hong Kong and Macao having distinct colonial pasts before their returns to China in 1997 and 1999, respectively.
