At the 6th National Conference Commending Outstanding Builders of Socialism with Chinese Characteristics Among Non-Public Sector Economic Figures, 14 representatives of new social strata were awarded the title of «Outstanding Builder.» As representatives of the new social strata, they include innovative talents leading new technologies, industries, business forms, and models; skilled professionals with influence in specialized, occupational, and practice fields; and «hub-type» talents who facilitate resource integration and connections. With their distinct characteristics, they outline the group portrait of «new» forces. Leveraging their respective strengths, they join the broader new social strata in participating in large-scale social service activities such as «Discovering Beauty in China,» «Sci-Tech Innovation China,» «New Philanthropy China,» and «New Arts China,» demonstrating the «constructive power» of «Builders of Socialism with Chinese Characteristics.»

Organization is the home of «new» forces. Through organizations, the group coordinates of the new social strata can be clearly located.

This year’s awardees shoulder the mission of «Builders.» They are not only cultivators in economic and social development but also include many who serve as leaders of new social strata associations: Wang Gaofei, Vice President of the Beijing New Social Stratum Association and CEO of Weibo; Zheng Gang, Vice President of the Jiangsu Provincial New Social Stratum Association and Chairman of the Jiangsu Pangtuo Social Welfare Service Center; Wang Jian, President of the Zhejiang Online Influencers Association, founder of Alibaba Cloud, and Director of the Zhejiang Lab… Behind their titles and identities, the new social strata—a group with wide distribution, strong dispersion, and high mobility—are connected through organizations.

Through exploration in recent years, the National New Social Strata Service Group and new social strata associations have developed into important organizational vehicles for strengthening political guidance and key bridges for connecting with new social strata. As organizational appeal grows, this team continues to expand. Currently, over 6,000 new social strata associations have been established at various levels across the country, with 42 service group branches and more than 580,000 members.

Methods reflect the distinct characteristics of «new» forces. In practice, innovative methods are explored to transform the diverse, varied, and dynamic group features of the new social strata into group influence.

Socialized innovation is one method. Following the success of the «New Forces Forge New Achievements·Cultural Creation Assists Longyuan» national new social strata service group inspection activity in Gansu in September last year, the «New Social Stratum·Constructive Power» 2025 new social strata service and inspection activity in Longnan was held again in April. Leveraging the strength of new social strata and online influencers to help united front work cross boundaries and gain visibility, assisting local economic and social development, is a profound intention. It is also one path for united front departments to mobilize «new» forces to practice the «New Social Stratum·Constructive Power» concept through socialized innovation methods.

In 2018, the Central United Front Work Department established the New Social Strata Service Group. In recent years, based on advantages in areas like «sci-tech innovation» and «cultural innovation,» it has innovated new models for serving central tasks and local development, guiding new social strata to conduct in-depth research on major issues, carry out service inspections in Gansu, Ningxia, Hubei, and other places, offering wise advice, practical strategies, and achieving new accomplishments through concrete actions.

Networked innovation is another method. «No one is not online, no time is not online, no place is not online, nothing is not online» depicts the networked characteristics of the new social strata. In recent years, new social strata association networks have horizontally connected with relevant departments and vertically covered provinces, cities, and counties. Integrating internet thinking in practice, combining «keyboard-to-keyboard» and «face-to-face» interactions, they engage the broad netizen community through forms popular among new social strata, triggering sharing, empathy, and resonance.
