Hyderabad: Bharat Rashtra Samithi (BRS) working president and MLA Kalvakuntla Taraka Rama Rao countered Chief Minister A. Revanth Reddy, stating that the Congress government is trapped by its promise to provide 42% reservation to the Backward Classes (BCs) and is therefore attempting to deceive the BC community by introducing bills that are outside the state government’s jurisdiction.
During the discussion on the Panchayati Raj Act and Municipal Act amendment bills presented by the government in the Legislative Assembly regarding 42% reservation for Backward Classes, KTR said that the Congress should have stated at the time of making the promise that Rahul Gandhi would provide 42% reservation to BCs when he becomes Prime Minister. He said that merely giving a BC declaration is not enough; there must be dedication. He questioned why Rahul Gandhi, who raises his voice across the country on the issue of vote theft under the slogan of « representation proportional to population, » is not raising the demand for 42% reservation in Parliament.
Why are they misleading the BC community by not doing this? He said that if both national parties, Congress and BJP, truly want to give justice to the Backward Classes, they can amend the Constitution in the Lok Sabha to include reservation in the 9th Schedule. He clarified that BRS fully supports the amendment bill, but the government should explain what the difference is between the BC bill passed in March and the amendment law presented today.
KTR Emphasizes the BC Bill and Delhi Action
If the Governor and the President did not sign that bill, how will they do it now? He said that BRS is also ready to fully support taking an all-party delegation to Delhi. Referring to Chief Minister A. Revanth Reddy’s request to BJP MLA floor leader Payal Shankar to get an appointment with the Prime Minister, he said that MLAs do not get appointments with the Prime Minister.
The appointment process goes through the Chief Minister’s office. KTR said that during the Telangana movement, former Chief Minister KCR had said when going to Delhi that he would return only after achieving Telangana. Similarly, if Chief Minister Revanth Reddy has the courage, he should say that he will go to Delhi and return only after achieving the BC bill, otherwise he will sit on an indefinite fast at Jantar Mantar in Delhi.
KTR said that even before MP Rahul Gandhi, the former KCR government had demanded a caste-based census and passed a resolution in the Legislative Assembly sent to the central government. He said that the BC policy was brought by the then TRS as far back as 2002. KCR was a central minister in the Congress-led former United Progressive Alliance (UPA) government, and it was then that he demanded from the then Prime Minister Dr. Manmohan Singh to create a Ministry of Backward Classes Welfare at the center for the first time in India.
