On September 12, during official duties in Beijing, the Municipal Party Committee Secretary inspected the 2025 China International Fair for Trade in Services to gain an in-depth understanding of the latest developments in trade in services, visited relevant participating enterprises, and learned from advanced experiences and practices. It was emphasized that we must earnestly study and implement the spirit of President Xi Jinping’s congratulatory letter to the 2025 China International Fair for Trade in Services, unwaveringly deepen reform and innovation, expand opening-up, fully implement the new round of comprehensive pilot tasks for expanding the opening-up of the service industry, make great efforts to attract and cultivate a large number of service enterprises with global vision that actively explore the national unified market and international markets, accelerate optimization, upgrading, and transformation development with new technologies, industries, businesses, and models, and rapidly promote the continuous improvement, expansion, and strengthening of the city’s trade in services, striving to make Shenzhen’s greatest contribution to building a strong trading nation.
Accelerating the development of trade in services is an inevitable requirement for expanding high-level opening-up, serving the construction of a new development pattern, accelerating the high-quality development of the service industry, and promoting a high-quality life. In recent years, the city has continuously improved the scale and level of trade in services. In 2024, the city’s import and export of trade in services reached a record high, and this year it has continued to maintain steady growth. It was stressed that all departments and units at all levels in the city must further deepen their understanding of the importance of trade in services, actively participate in building a new development pattern, strive to promote the effective connection of domestic and international markets, proactively align with international high-standard economic and trade rules, fully implement the strategy of upgrading pilot free trade zones, promote institutional opening-up in rules, regulations, management, and standards, and fully leverage the important role of various platforms and enterprises, using openness and internationalization as the greatest new driving force for accelerating the high-quality development of the service industry. It is necessary to fully recognize Shenzhen’s excellent natural endowments, location advantages, talent advantages, and industrial foundation, comply with the basic trend of industrial and economic development toward intelligence, green, and health directions, seize huge domestic and international market opportunities, strengthen confidence and determination, continuously catch up and surpass, and strive to build a national and global hub for trade in services. It is essential to mobilize the entire region and all personnel, advance comprehensively while focusing on key areas to accelerate progress, quickly form advantages and brands in fields such as game出海, software outsourcing, cross-border finance, cross-border tourism, international logistics, international exhibitions, intellectual property, construction services, creative design, and foreign-related legal services, build strategic bases and major platforms for China’s high-end service import and export, and soon form a favorable situation and large scale. It is necessary to strengthen organizational leadership, unite efforts vertically and collaborate horizontally, focus on trade in services with greater intensity, set clear goals and well-defined work ideas, refine, implement, and quantify work measures, base actions on the present while面向the “16th Five-Year Plan”, and ensure fruitful results with strong measures and work, providing a solid guarantee for Shenzhen’s medium- and long-term high-quality development.
