New Delhi: The Supreme Court today ruled that all stray dogs in Delhi-NCR must be removed from residential areas and relocated to shelters, warning that strict action will be taken against any organization obstructing this process. The directive comes amid increasing attacks by stray dogs on children, women, and the elderly in the region.

The bench emphasized that streets must be completely cleared of stray dogs as a top priority. The court ordered NCR, MCD, and NDMC to immediately remove all dogs from public areas and relocate them to shelters.

Court’s Directive: Shelters for All Dogs Within 2 Months

The court clarified that both sterilized and unsterilized dogs must be removed, particularly from sensitive and densely populated areas. If necessary, a special task force should be formed immediately. The court stated, “For now, forget any existing rules—public safety comes first.”

The court warned that anyone obstructing the removal or collection of dogs would face contempt charges. It also criticized the current Animal Birth Control (ABC) rules, which mandate releasing sterilized dogs back into their original areas, calling the policy “absurd” as it fails to resolve the danger.

MCD, NDMC, Delhi government, and authorities in Noida, Ghaziabad, and Gurugram have been ordered to build dog shelters and submit a report within eight weeks. The court stressed that this measure is for public safety, ensuring children, women, and the elderly are not at risk of rabies. A helpline will also be established to report dog attacks or bites.
