Accelerating the Construction of a Modern New Urban Area in Mulan

Question: The « 15th Five-Year Plan » period is a critical time for Hubei Province to accelerate its role as a key strategic pillar for the rise of central China, and for Wuhan to fully build « five centers » and develop a modern major city. What is Huangpi’s overall plan and target positioning?

Answer: Huangpi is the largest and most populous new urban district in Wuhan, serving as the city’s airport gateway. It holds seven « national top 100 » titles, including top 100 districts, top 100 industrial districts, and top 100 investment potential districts. During the « 15th Five-Year Plan » period, Huangpi enters a phase of regional capability leap, accelerated advantage transformation, and critical transformation development. We will deeply implement the spirit of the 20th National Congress of the Communist Party and its plenary sessions, thoroughly study and implement General Secretary Xi Jinping’s important speech during his inspection of Hubei, actively integrate into the overall development, align with the province’s pillar construction and the city’s « five centers » strategy, build on our actual conditions and comparative advantages, and construct the « Hankou New City, Air-Rail Hub, World-Class Scenic Area » at a high level. Hankou New City is a regional positioning considering the entire province and city. Huangpi has a 160-square-kilometer urban development boundary, ranking fourth in the city, serving as a « new space » for the expansion and industrial development of the « Greater Hankou » hinterland. We will leverage the « Greater Hankou · New Space » advantage to drive a leap in the district’s economic volume and development capability, leading a « New Hankou · New Future. » The Air-Rail Hub is a functional positioning considering the whole country. Relying on the largest gateway airport in central China, Wuhan Tianhe International Airport, and the soon-to-be-completed Yangtze River High-Speed Rail Wuhan Tianhe Station, we will elevate the aviation hub to an air-rail dual hub. The World-Class Scenic Area is a distinctive positioning considering the global perspective. We will deeply integrate agriculture, culture, and tourism, transforming Mulan from a « Chinese story » into a « world language, » allowing visitors to touch history and enjoy modern services in Huangpi.

Cluster Development of Advantageous and Distinctive Industries

Aggregating the Rise of « Hankou New City »

Question: The Hankou New City must first be new in industry. During the « 15th Five-Year Plan » period, how will Huangpi build a modern industrial system?

Answer: We will leverage our spatial advantages, fully gather industries, strengthen leading enterprises, optimize the ecosystem, accelerate the construction of four major industrial parks, and cluster-develop modern industries such as next-generation information technology, new energy and new materials, rail transit, industrial machinery, low-altitude economy, and big health.

First, continuously advance the construction of the Airport Industrial Park. Leverage the driving role of Tianhe Airport, develop airport-related high-end manufacturing, build BYD’s national manufacturing center for commercial vehicle blade batteries, support Hybio Pharmaceutical in establishing a multi-peptide raw material R&D center in central China, and promote Jinggong Technology to build the province’s first carbon fiber composite material production base.

Second, strengthen and expand Hubei Province’s first Information Technology Innovation Park. With IPASON Technology, which has ranked first globally for nine consecutive years in online custom PC sales, as the leader, vigorously develop the digital economy and artificial intelligence industry, build the Mulan AI Town, construct a next-generation information technology industry chain of « IT hardware + AI terminals + StarFlash technology + HarmonyOS, » and promote joint technological breakthroughs between platforms like the International StarFlash Alliance Wuhan Lab and « Five Valleys » research institutions to seize new industry tracks.

Third, accelerate the clustering of the Wuhan Rail Transit Industry Innovation Base. Currently, 15% of rail transit enterprises involved in Wuhan subway construction have settled in the base, undertaking 70% of Wuhan’s subway vehicle manufacturing. With CRRC Changchun as the chain leader, we will focus on whole vehicle manufacturing, traction systems, parts manufacturing, and smart maintenance, building a full-chain industry of R&D, manufacturing, and maintenance
