On August 7, the Chongqing Municipal Taxation Bureau announced that data related to the 2024 comprehensive income tax settlement showed over 2.655 million taxpayers in the city legally applied for tax refunds exceeding 2.2 billion yuan, while 291,000 taxpayers voluntarily declared and paid additional taxes exceeding 600 million yuan. This “refund-and-payment” mechanism reflects legal compliance and fairness.
Data from Chongqing’s 2024 comprehensive income tax settlement revealed that the city implemented a series of preferential tax policies, including separate taxation for annual bonuses and exemptions for additional tax payments below 400 yuan. These measures resulted in a total tax reduction of 5.5 billion yuan for 2024. Over 2.33 million people benefited from special additional tax deductions, marking a 4.6% increase from 2023, with tax savings growing by 5.2% compared to the previous year.
“This year, I received a tax refund of over 1,500 yuan. The standards for special additional deductions, such as children’s education and elderly support, have been raised, resulting in a larger refund than before,” said a local resident, praising the tax policy.
The housing replacement tax refund policy allows taxpayers who sell their own homes and repurchase another within one year to receive a refund on the personal income tax paid from the sale. “Last year, we sold our old home and just bought a new one. We didn’t expect to get a tax refund of over 10,000 yuan, which we can use to buy appliances for our new home,” said another resident at the tax service window of the Jiangbei District Real Estate Registration Center after completing the refund process.
“The personal income tax system promotes social fairness by requiring higher earners to pay more while reducing or exempting taxes for middle- and low-income individuals,” stated a representative from the Chongqing Taxation Bureau. The policy, through measures like special additional deductions, demonstrates a people-centered approach.
