On May 15, Premier Li Qiang presided over a State Council executive meeting to review progress on implementing the Central Urban Work Conference and urban renewal, approve the “15th Five-Year Plan for Urban Renewal” and the “15th Five-Year Plan for Accelerating Agricultural and Rural Modernization,” and study population development and basic education reform and development.

The meeting noted that since the Central Urban Work Conference, various regions and departments have deeply implemented the Party Central Committee’s decisions and adopted a series of measures to promote high-quality urban development, achieving new progress in urban work. Currently, China’s urban development is transitioning from a phase of large-scale incremental expansion to one focused on improving the quality and efficiency of existing stock. Urban renewal should be placed in a prominent position, adhering to a combination of short-term and long-term goals, focusing on key areas, and advancing various tasks in an orderly manner to build modern, people-centered cities that are innovative, livable, beautiful, resilient, civilized, and smart. Key tasks of urban renewal must be implemented, including cultivating new growth drivers for urban development, creating high-quality urban living spaces, promoting green and low-carbon urban transformation, enhancing urban safety and resilience, fostering urban cultural prosperity, and improving urban governance capabilities. The implementation mechanism for urban renewal should be improved, the policy support system should be refined, and a sustainable urban renewal model should be established.

The meeting noted that agricultural and rural modernization is closely related to the overall situation and quality of Chinese-style modernization. Efforts should persist in prioritizing “agriculture, rural areas, and farmers” as a top priority, continuously strengthening the foundation and improving development quality and efficiency. Laws and local conditions should be followed to enhance comprehensive agricultural production capacity, consolidate and expand achievements in poverty alleviation, broaden channels for farmers to increase income and become prosperous, promote the construction of livable, workable, and beautiful villages, and always safeguard the bottom line of ensuring food security and preventing large-scale return to poverty.

The meeting noted that it is necessary to adapt to the new situation facing population development, focus on improving the overall quality of the population, strive to maintain an appropriate fertility level and population size, continuously accumulate and release the dividend of human resources, and promote high-quality population development. A fertility-friendly society should be accelerated, with enhanced fertility service guarantees, improved infant and toddler care services, and a comprehensive family support policy system. Active responses should be made to population aging, including strengthening social security for the elderly, improving the quality and efficiency of elderly care services, and vigorously developing the silver economy. Around the adjustment of population distribution, mechanisms linking land supply, fiscal transfer payments, and other factors with population increases and decreases should be improved to achieve optimal utilization of public service resources.

The meeting noted that the goal of building a strong education system by 2035 should be anchored, responding to the people’s new expectations for education and the new situation of economic and social development, and comprehensively improving the quality of basic education. The allocation of basic education resources should be strengthened, policies ensuring equal access to basic education for children accompanying migrant workers in their places of residence should be implemented, care and attention for left-behind children in rural areas and children in difficult circumstances should be strengthened, and gaps between urban and rural areas, regions, schools, and groups should be gradually narrowed. Reforms in education methods, school-running models, management systems, and guarantee mechanisms should be actively promoted to better stimulate the vitality of schools.
