The city has launched the 2025 “Leading Goose Program,” targeting six major industries including citrus processing, village management, and field stewardship. The program aims to recruit 300 industry leaders as trainees, with applications open until August 15 for eligible candidates.

In 2022, the Ministry of Agriculture and Rural Affairs and the Ministry of Finance jointly initiated the “Leading Goose” project to cultivate a team of leaders driving rural industrial development. Over the past three years, the city has successfully trained 1,200 “Leading Geese,” significantly enhancing their management skills, expanding their networking platforms, and strengthening their business operations.

This year, the program will focus on six key industries—citrus processing, village management, and field stewardship—recruiting 300 industry leaders as trainees for the 2025 cohort. Participants will receive free training, authoritative certification, financial support, and continuous mentorship, with classes expected to begin in September.

Applicants for the “Leading Goose Program” must meet four criteria: 1) They must be leaders or key decision-makers of agricultural enterprises, rural collective economic organizations, or agricultural service providers within the city; 2) They should preferably be under 45 years old; 3) They must have at least a high school diploma (or equivalent); and 4) Since 2022, they must have helped at least 30 households or 100 farmers increase their income. Each industry sector will admit only 50 trainees, and each applicant can join only one training group.

Note: Individuals or organizations that have already participated in the 2022–2024 “Leading Goose” training, those affiliated with provincial or national-level leading agricultural enterprises, or those listed as “severely” untrustworthy in social credit records or holding a “AAA” rating in rural talent cultivation are ineligible to apply.
