The High Court has ordered an inquiry into HCA activities.
Hyderabad, The Telangana High Court has ordered an investigation by a Special Investigation Team (SIT) of the CBCID into irregularities within the Hyderabad Cricket Association (HCA) over the past few years. It directed the formation of an SIT led by an IPS officer of Additional Commissioner of Police rank. The court also ordered a one-member committee of the HCA’s Apex Council to function under the leadership of Justice P. Naveen Rao.
Hearing a petition filed by the Safilguda Cricket Club demanding the BCCI’s takeover of the HCA, a CBI investigation into the HCA’s irregularities, and the cancellation of the general body meeting held during 2025, High Court judge Justice Nagesh Bheempaka delivered the verdict today. While pronouncing the judgment, Justice stated that there is a need to put a complete stop to the long-standing irregularities in the HCA. He said the HCA cannot be considered a private institution because, besides providing opportunities to players, it also involves large-scale financial transactions.

Furthermore, this institution represents at the national level, and its actions affect players and other associated individuals. There have been long-standing allegations of financial irregularities and corruption. These were identified by a court-appointed observer, who indicated the need for an independent investigation. The court’s jurisdiction is limited to management and financial transactions.
The judge noted that several committees, from the High Court to the Supreme Court, were formed to investigate the HCA’s financial irregularities, and reports submitted by these committees clearly highlighted financial mismanagement. During the hearing, the judge stated that an immediate CBI investigation was not ordered as requested by the petitioner, and disputes arose again regarding assigning responsibility to the Apex Council.
Serious questions raised about transparency in league match operations
Consequently, former judge Justice P. Naveen Rao was appointed to oversee the actions of the Apex Council. Subsequently, allegations regarding a lack of transparency emerged, from the conduct of the league matches held in 2024-25 to other activities. This led to the registration of criminal cases, and the HCA secretary was arrested during 2025, with cases filed against them by the Enforcement Directorate.
This makes it clear that, directly or indirectly, the investigation is not being concluded due to encouragement from certain influential individuals. Therefore, orders are being issued for an investigation by the CBCID’s SIT with the aim of putting a complete stop to the HCA’s irregularities. He said the SIT committee will obtain records available with it, including reports submitted by Justice Anil R. Dave, Justice G.V. Seetapathi, Justice Nisar Ahmed Kakru, and Justice Naveen Rao.
Additionally, HCA officials, staff, and agencies associated with the HCA have been ordered to cooperate with the investigation by handing over all available records and documents to the SIT. Furthermore, the judge ordered that Justice Naveen Rao, appointed as a one-member committee, be paid a salary of 5 lakh rupees.
