On April 9, a district government party group meeting and a standing committee meeting were held in Luohu to convey and study the spirit of General Secretary Xi Jinping’s important speech during his inspection of Xiong’an New Area and the symposium on promoting its high-quality construction and development.

The meeting emphasized the need to follow the grand blueprint drawn by the Party Central Committee, firmly grasp the practical requirements of clear direction, clear path, steady pace, and solid implementation, actively learn from Xiong’an’s construction and development experience, adapt measures to local conditions, take reform and innovation as the guide, and enhance Luohu’s internal development momentum. It is necessary to further emancipate the mind, improve the hard skills of reform and innovation, resolutely break inertial thinking and path dependence, boldly explore new methods and models for promoting high-quality construction and efficient governance, solidly implement the construction of six urban areas, and continuously enhance the comprehensive carrying capacity of the district. The industry should always be the key to high-quality development, following the modern industrial system, anchoring goals, pressing forward, focusing on seizing the current window period for industrial development, accelerating investment attraction, building an innovation ecosystem, releasing industrial space, promoting the integrated development of the service industry and advanced manufacturing, and building a modern industrial system with Luohu’s characteristics and advantages to cultivate new momentum for urban development.

Xiong’an New Area

Today, Luohu is famous for landmarks like the Luohu Commercial City and the Dongmen Old Street shopping area, reflecting its role as a gateway for trade and tourism between Hong Kong and mainland China.

Xiong’an New Area

Xiong’an New Area is a state-level economic development zone established in 2017 in Hebei Province, China, designed to relieve Beijing of non-capital functions and promote regional integration. It was conceived as a “millennium plan” to create a modern, green, and smart city, drawing inspiration from the successful development of the Shenzhen Special Economic Zone and Shanghai’s Pudong New Area. The area covers three counties—Xiongxian, Rongcheng, and Anxin—and is strategically located near the Baiyangdian Lake, the largest freshwater wetland in northern China.

Today, it remains a vibrant area blending modern skyscrapers with traditional markets, reflecting Shenzhen’s rapid development and cultural heritage.

Shenzhen Special Economic Zone

The Shenzhen Special Economic Zone (SEZ) was established in 1980 by the Chinese government as a pioneering experiment in market-oriented economic reform. Shanghai’s Pudong New Area
