Chongqing, April 24 (Xinhua) — A resident, Mr. Zhao, successfully upgraded his ordinary debit card to a third-generation social security card with the same number at a bank in Chongqing, becoming the first citizen in the country to enjoy this service. This marks a nationwide pioneering breakthrough in the convenience services of Chongqing’s social security card “one-card” system.

“We have introduced a new measure based on the original card replacement service for social security cards—upgrading to a new card while keeping the same number,” said a representative from the bank’s Chongqing branch. Citizens can retain their original debit card number and directly upgrade to a third-generation social security card. All financial benefits linked to the original card, such as payroll deposits, utility bill payments, and wealth management agreements, are seamlessly transferred. Additionally, new features like social security inquiries and medical settlement functions are added, enabling a single card to cover both public services and financial payments across all scenarios.

Alongside the innovation in service content, the service model and processing efficiency have also improved.

Previously, to replace a social security card while keeping the same number, citizens had to visit a designated bank counter in person with valid identification. Chongqing now offers “same-number replacement and same-number upgrade” services for social security cards, with instant issuance and door-to-door service. Staff members carry portable card-making equipment to neighborhoods, communities, and enterprises, completing identity verification, card production, and function activation on-site in one stop. After submitting an application, citizens can receive their new card in as little as eight minutes, achieving “card replacement without changing the number and handling affairs without leaving home.”

A representative from the Chongqing Human Resources and Social Security Bureau stated that upgrading an ordinary debit card to a social security card while keeping the same number is a first-time attempt nationwide, aiming to break traditional thinking about card replacement and promote proactive services and convenient scenarios. This move is not only an innovation in the social security card issuance model but also a concrete practice of addressing the urgent needs of the public and improving the efficiency of government services.

In the next step, Chongqing will continue to optimize the social security card service system, expand application scenarios, and collaborate with financial institutions to enhance service quality, making the social security card a truly portable “one-card” for resident services.
