On April 15, General Secretary of the Communist Party of China Central Committee and President Xi Jinping held talks at the Great Hall of the People with General Secretary of the Communist Party of Vietnam Central Committee and President To Lam, who is on a state visit to China.
Xi Jinping once again congratulated To Lam on his election as President of Vietnam. Xi Jinping pointed out that your visit to China immediately after being elected President of Vietnam reflects the high importance you attach to developing China-Vietnam relations. It is believed that under the strong leadership of the Communist Party of Vietnam Central Committee headed by Comrade To Lam, Vietnam will firmly follow the socialist path and strive towards the “Two Centenary Goals” of the Party and the country. No matter how the international situation changes, China will always regard Vietnam as a priority in its neighboring diplomacy. China is willing to uphold the original aspiration, continue the friendship, unite and cooperate, support each other, and continue to follow the “six goals” overall target, promote comprehensive strategic cooperation with high quality, accelerate the building of a higher-level China-Vietnam community with a shared future that has strategic significance, and make greater contributions to building a community with a shared future for mankind.

Both sides must maintain a high degree of strategic sobriety and strong strategic focus, always firmly confident in the path and system, and adhere to reform without changing direction and transformation without changing nature.
Both sides should fully leverage the special role of inter-party channels, maintain close high-level exchanges, and consolidate political mutual trust. They should make good use of mechanisms such as high-level meetings, theoretical seminars, cadre training, counterpart exchanges, and local cooperation, implement the new cooperation plan between the Communist Party of China and the Communist Party of Vietnam, and conduct in-depth exchanges and mutual learning on party governance and state administration theories and experiences. Political security should be given top priority, and the “3+3” strategic dialogue mechanism of diplomacy, national defense, and public security should be well utilized, continuously strengthening ideal and belief education for the youth of both
